Regular meeting
June 6, 2005

Mr. Sabol commented that this would be a service for the Orthodox community. It will be
done on a very small scale. He believes it will be a beneficial enhancement to this
organization, as well as to the community. He urges the Council to consider it
favorably.

Mr. Ollendorff asked if there would be any advertising. Mr. Sabol doesn’t believe it will
be necessary. Mr. Levitansky couldn’t promise that he wouldn’t ever have a sign up in
his store, but he not planning to do so.

Ms. Brot appreciates the comments of Mr. Sabol and the Rabbi, but she still stands by
her position. She doesn’t believe that synagogues should be selling wine, especially in
light of the wine being available elsewhere. She urges the Council to reject this license
approval.

Ms. Welsch said that she obviously misspoke when she said earlier that it couldn’t be
sold elsewhere. She still feels that this would be an appreciated service to a community
that is a large part of University City. She doesn’t believe that it will negatively impact
our community in any way. She understands the concerns about packaged liquor
stores, but this will not be the standard packaged liquor store that we have seen before.
She doesn’t believe, just because this hasn’t been done before, that it should limit the
Council from believing it can’t be done now.

Ms. Brungardt urged her colleagues to remember to be tolerant. Ms. Brot responded
that she did not need to be reminded to be tolerant by respected colleagues, but we
don’t have Muslim shops selling wine; we don’t have churches selling wine and she
does not believe that the Council should be in the business of allowing one synagogue,
with a bookstore, to sell wine.

Mayor Adams reminded the Council that the motion was to reject the license. To vote in
the affirmative is to reject the license. To vote in the negative would kill the motion to
reject which would open the floor up to another motion.

The motion to reject failed two to five, with Ms. Colquitt, Ms. Brungardt, Ms. Welsch, Mr.
Sharpe and Mayor Adams voting NAY.

Ms. Welsch moved approval of the liquor license as recommended. Ms. Colquitt
seconded the motion, which passed five to two, with Ms. Brot and Mr. Wagner voting
NAY. The liquor license was approved.

AGENDA #3: 7740 Olive – Conditional Use Permit Amendment

Mr. Ollendorff recommends approval of the parking lot expansion proposed by Wei
Hong Bakery. We are very pleased that new businesses in our community realize that
they must at least meet and often exceed our parking requirement. All previous
Page 5
