Regular meeting
June 6, 2005

conditional use provisions remain in effect with an added condition that this parking area
be properly landscaped.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion, which carried
unanimously.

AGENDA # 4: 6901 Olive – Conditional Use Permit

Mr. Ollendorff said that he joins the Plan Commission in recommending approval of the
plan to construct a retail building with site coverage of 79 percent plus all conditions
attached to the previously approved site plan. This is another case where an applicant
wants to exceed our parking requirements in order to adequately meet business need.
This should serve to remind us that our ordinance requirement for parking should be
strictly enforced without exception.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion.

Steve Kupper, Baskin Engineering, Springfield, Illinois came forward to describe the
landscaping plan for the audience and Council.

Richard Dockett, 6844 Crest, said that he was here to support the addition of Advance
Auto Parts. They are a model business especially in their cooperative working
relationship with the neighbors and other business owners. He urges the Council to
support their request.

The motion to approve carried unanimously.

AGENDA # 5: Request for Permit to Solicit – A Thousand Books

A Thousand Books is planning to conduct a one day solicitation in the Loop. The
organization recently conducted a solicitation on April 23; however, due to unfavorable
weather conditions on that day they would like to try again. Mr. Ollendorff suggested
that the Council approve a range of days, so this group does not have to keep coming
before the Council for approval to solicit. The solicitation will take place on June 18,
2005. The purpose of this solicitation is to raise funds for postage to mail English
language books to Peace Corps teachers abroad. The organization will certify that the
cost of raising the funds in the solicitation will not exceed 25% of the total amount
raised. A representative of the organization has been invited to attend this meeting
should the Council have any questions.

Ms. Colquitt moved approval. Mr. Wagner seconded the motion, which carried
unanimously.
Page 6
