Session 1727, Minutes
July 13, 1998

AGENDA #6 - DELMAR/170 NO LEFT TURN:

Mr. Ollendorff said that a letter was received from a citizen requesting some traffic
controls at the Delmar/170 area, especially related to the Schnucks access road. The
Traffic Commission studied it and was not in favor of recommending anything at this
time to the City Council. The citizen that has the concern does wish that we ask the
County to prohibit left turns coming out of the Schnucks road onto Delmar. He saw no
harm in the Council passing that request onto the County, with or without Council
recommendation.

Mr. Munkel said he would rather see the County do a comprehensive study of that
whole area between 170 including the exit ramp, the Schnucks exit and the next stop
light. There are too many roads in that area.

Mr. Wagner said that it was a terrible intersection. Council complained vociferously
when Schnucks put that road to that use and limited their trucks to coming out of that
exit and not coming out on Ladue Road. It is a terrible situation. He would like to see
something done, but he will defer to Mr. Munkel's idea of having the County study this
in a timely manner.

Mr. Lieberman said that, in the past, due to the problems in that area, the County did
study that and they rejected any kind of recommendations for any kind of improvement.
Mr. Ollendorff said that he was not sure that they have studied it recently. They did a
couple of years ago and they approved it to remain as it is. They are still not open to
any of the other requests. They said that the only thing that they might listen to is the
no left turn restriction. Mr. Lieberman asked Mr. Ollendorff if he thought that they would
be amenable to a complete study. Mr. Ollendorff said that they might, but it was
unlikely. They would be more likely to study this limited request than they would a full
blown study. Mr. Lieberman said that if they proceeded with this limited request, then
the cars coming out of the Schnucks access road could only make right turns, but
whatever signage is there should also indicate that east bound traffic on Delmar does
not stop. That is an important factor because cars making that right turn do not know
that those east bound cars are not going to stop.

Mr. Munkel said that he understands that what prompted this is that this lady was
involved in a car accident. It would seem to him that if there was a problem here then
the County would find it in a study. They would find an inordinate amount of traffic
accidents at this spot. From his information, this spot is no less dangerous than any
other intersection.

Mayor Adams disagreed with Mr. Munkel. He said that this intersection was very
dangerous and was more dangerous than any other intersection. He has been involved
