Regular meeting <br />June 27, 2005 <br /> <br />Mr. Ollendorff recommended splitting the award of the annual order to Energy <br />Petroleum, and Wolco for the petroleum items which each were low $6,414.60 to <br />Energy Petroleum; and $15,027.10 for Wolco, Inc. for a total of $21,441.70. Due to the <br />fluctuating cost of fuel, the Central Garage Superintendent requested that the fuel bid <br />be based on a base bid price plus a markup governed by OPIS daily guidelines. The <br />OPIS rate is an industry standard which shows how much fuel prices were on a daily <br />basis for each geographical area. Even though the price bid by Petroleum Traders was <br />lower at the time the bid was submitted, they have proposed greater markups in all fuel <br />areas which the Superintendent has stated will cost the City more throughout the <br />contract year. Therefore he recommends that the fuel portion of the contract be <br />awarded to Energy Petroleum in the amount of $508,348.54. <br /> <br />#6 - Jail Cells Sprinkler System <br /> <br />Three quotations have been received and reviewed for installing a sprinkler system in <br />the jail cell addition currently under construction, as follows: <br /> <br /> R.J. Neubert Fire Sprinklers (WBE) $14,805. <br /> St. Louis Automatic Sprinkler Company, Inc. $30,138. <br /> National Fire Suppression $23,161 <br /> <br />I recommend contracting with R.J. Neubert for $14,805 based on their low bid meeting <br />our specifications. <br /> <br />#7 - 65 Gallon Refuse Carts <br /> <br />The city will purchase 450 of the 65 gallon carts fully funded by our PAYT grant. The <br />bid results are as follows: <br /> <br />Company Qty. Price Total <br /> <br /> Downing Sales 450 $37.00 ea. $16,650.00 <br /> Rehrig Pacific 450 $39.00 ea. $17,550.00 <br /> Otto 450 $39.97 ea. $17,986.50 <br /> Zarn LLC 450 $40.08 ea. $18,036.00 <br /> <br />Although Downing Sales has offered the lowest bid for the containers, their container <br />does not meet our minimum needs. It is a new cart style which would require U. City to <br />purchase new replacement parts such as wheels, lids, axles, gromlets, etc. <br /> <br />We currently use the cart manufactured by Rehrig Pacific and have compatible parts. <br />The cart is also constructed of a thicker molding that has been proven to prevent and <br />reduce damage caused by squirrels in U. City. The city already has an inventory of <br />replacement parts of the Rehrig styled cart, therefore, I recommend accepting the bid <br />offered by Rehrig Pacific for $17,550. <br />Page 4 <br /> <br />
