Regular meeting <br />June 27, 2005 <br /> <br />that neighborhood have complained to him numerous times about that building. The <br />City has tried to work with the owners on several occasions to encourage them to do <br />something to no avail. Mr. Wagner said that he also gets a lot of calls from the <br />neighbors on this building. It is dangerous – the windows are broken out and in many <br />cases removed. The owner has shown that he will not or can not rehab the building and <br />it is getting in worse shape as time goes on. He believes, as does the neighbors, that it <br />is a danger to the neighborhood. <br /> <br />Ms. Brot wondered if the City would buy the building and have someone rehab it if <br />indeed it was structurally sound per Ms. Welsch’s report. She was curious what the <br />procedure would be. Ms. Welsch said that Mr. Ollendorff did walk her through that <br />procedure and the City is between a ‘rock and a hard place’. If the City chose to take <br />this building by eminent domain, we would have to take the liens with it. Mr. Ollendorff <br />feels strongly that it is better to demolish the building and then perhaps take the lot by <br />eminent domain. Mr. Ollendorff said that she was correct. Ms. Welsch continued <br />saying that Mr. Ollendorff assures her that if the building is demolished then our <br />ordinances will be changed so that a two family flat can be built on that lot again. <br /> <br />Mayor Adams said that many of the past Council, including him and Mr. Wagner, <br />attempted to convince the owner to sell the property. The owner was not willing to do <br />so. Ms. Brot wondered if the individual would receive any money from it once the <br />building was demolished. Mr. Ollendorff doesn’t think so. The Mayor commented that <br />this would be for others to determine. <br /> <br />The motion to approve passed six to one, with Ms. Welsch voting Nay. <br /> <br />COMMENT REGARDING CONSENT CALENDAR #7 – REFUSE CARTS: <br /> <br />Ms. Colquitt said that she knows that the City buys refuse carts every year. She <br />wondered if there was anything that the City could do to prevent having to purchase so <br />many of them. She understands that the prime reason is because the squirrels eat <br />through the tops of the carts so bad and we have to constantly replace them. Mayor <br />Adams commented on a few creative methods for removing squirrels, but for all <br />practicality, there really isn’t anything that can be done. The Mayor added that the <br />culprits were juvenile squirrels that needed to gnaw as they grow. <br /> <br />Ms. Brot said that hers was perfectly fine when it was taken away and replaced. They <br />received a replacement that was smaller. She wondered if there was a way to fine <br />people if they didn’t take care of their carts or in other words, abused them, from other <br />than squirrel damage, of course. She wondered if it was necessary to replace carts <br />when there wasn’t anything wrong with them. Mr. Ollendorff said that he would be <br />happy to look into this and report back, but he believes that the containers the City has, <br />like the ones approved tonight, are somewhat more squirrel proof than the old ones. <br />They are so inexpensive that it is easier to replace them when they are damaged <br />Page 6 <br /> <br />
