Regular meeting
June 27, 2005

instead of spending time trying to fix them.

AGENDA #2 - Liquor License – 6602 Delmar

Mr. Ollendorff recommended that the City Council table the application for a license to
sell beer and wine for a six-month observation period of this new pizza restaurant. The
applicants appear to meet the requirements for such a license except for experience
with alcoholic beverage sales. City Council also has the option of calling a public
hearing. However in this instance he believes a brief period of operation oversight will
serve the Council well in making a decision.

Ms. Brot asked what type of oversight was being proposed during the six month period.
Mr. Ollendorff responded that it will give us, both the Police and the Council as
policymakers, time to determine what kind of a restaurant this will turn out to be. We
want to see that it is well managed and clean; an appropriate establishment to sell
liquor. Ms. Brot appreciates Mr. Ollendorff’s response.

Ms. Welsch does understand that this is the procedure. She wonders if the franchise
offers any training to their franchisees on liquor service. She also wonders if the owners
are concerned about being disadvantaged by not being able to sell liquor as a new
restaurant in the Loop.

Julian Rashad Stevenson, 6602 Delmar, the applicant and franchisee, came up to
answer Ms. Welsch’s question regarding being disadvantaged in not being able to sell
liquor for six months. Mr. Stevenson replied that the franchise owner that will oversee
operations and train them on liquor service among the other functions of the restaurant.
They do feel it would be a disadvantage not having the liquor, but it is only for a six
month duration. During that time, they will do their best to make sure that the
establishment is managed very well and kept clean. They want to be deserving of a
beer and wine license. They accept the recommendations and have no disagreements
with it at all.

Ms. Colquitt asked if the restaurant was a sit in restaurant, which Mr. Stevenson replied
yes. Ms. Colquitt asked if they would be delivering, which Mr. Stevenson said that they
would not at first, but they would be looking at this later. Ms. Colquitt wondered if
alcohol would be delivered, as well. Mr. Stevenson said that alcohol would not be
delivered; patrons would have to come in to purchase alcohol.

Mr. Wagner asked if they would be selling exclusively pizza. Mr. Stevenson replied that
they will be offering hoagies, salads, pasta dishes and a few of their own homemade
dishes that they will be adding to the menu.

Mr. Sharpe asked about the opening date, which Mr. Stevenson replied that they would
th
be having it on July 11.
Page 7
