Regular meeting
June 27, 2005

The foundation assumes all maintenance expenses. Affected neighborhood groups,
Park Commission, and Arts and Letters Commission were consulted and all support
these projects. Staff recommends authorizing the City Manager to execute agreements
with the Gateway Foundation for loaning these sculptures to the city.

Ms. Brungardt moved approval. Ms. Colquitt seconded the motion.

Ms. Brungardt wished to thank Ms. Nancy MacCartney for doing such tremendous work
on getting the sculpture for the new Centennial Commons lobby. She serves as liaison
to both the Arts and Letters Commission and the Parks Commission. Having both of
these pieces of art become a part of the community is heartwarming to her. She really
appreciates Ms. MacCartney’s work on this project. These are terrific pieces of art.

The motion to approve carried unanimously.

AGENDA # 5 - North & South Fire Station

We received two bids from companies qualified to complete the expansion and rehab of
this station as follows:

Vince Kelly Construction $1,780,000
J.E. Novack Construction $1,784,000
Preliminary Cost Estimate $1,550,000

In order to arrive at a cost in keeping with our budget, Mr. Ollendorff recommends
contracting with the low qualified bidder meeting specifications in the total amount of
$1,641,700. This price includes installing only the sprinkler system required by U. City
codes, waiving permit fees, and accepting alternate asphalt parking surface. Additional
construction cost savings of $40,000 have been identified, however acceptance
jeopardize LEED certification.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion.

Mr. Wagner appreciates the city manager’s last statement about LEED certification,
which he believes is well worth the $40,000.

Ms. Brot said if they cut the $40,000, it looks like we will then jeopardize our LEED
certification. Mr. Ollendorff said that this is correct and this is the reason why he isn’t
recommending that. He is recommending the Council keep the $40,000 to maintain
LEED certification.

Ms. Welsch said that if there is any way during the building process that the funds could
be found to put in the grass pavers she would like to see this happen. She thinks it is
important to get rid of asphalt next to that River des Peres Channel and the grass
Page 9
