Secondly Ms. <br />Ricci asked the City Manager for pages two through 6 of the SLAIT document, as <br />she only received page one of one through six. Ms. Ricci asked the City Manager to <br />address the citizens tonight as to how the citizens will be able to access the draft <br />budget that the Council just received around 11:00 p.m., May 1, 2009. Ms. Ricci <br />asked the City Attorney how past due City charges are handled.Mr. Mulligan stated <br />that the City places a lien on the property so when sold the Title company calls the <br />City to see if there are any unpaid bills from the City against the property. Ms. Ricci <br />said the Council needs to discuss how the City might handle property where the title <br />is never transferred upon owner’s death. Ms. Ricci would also like the Council to <br />speak on standardizing financial reports they receive throughout the year. She is <br />challenged by a budget column that says budget but really it is an amended budget; <br />budget column when it really actual figures; challenged by not getting this 08 until <br />very late and some of the information they received is different from the audited <br />financials she pulled. She stated that some of the budget figures are different from <br />the actuals reported in prior year books. Most importantly she wants the draft FY10 <br />budget is available for citizens to view. <br />Mr. Sharpe agrees with Mr. Price about Council working with the Wilson properties. <br />Mr. Sharpe warned citizens of the possibility of Identity Theft and hoped to make <br />available information on it. <br />Mr. Crow thanked the citizens for coming to the meeting, particularly the Wilson Ave <br />residents along with those who came with budget ideas. He is hopeful after getting <br />through reviewing the budget; the Council could concentrate again on the pension <br />plan. Mr. Crow also noted that the effort to include everyone in the census will be <br />extremely important. He also noted the Memorial Day Run on May 25. <br />Mr. Glickert thanked everyone for coming out tonight and it was one of the best <br />meetings he has been to. He noted that from comments there has been a <br />reoccurring theme of not eliminating or reducing inspections. He wondered if the <br />City could utilize the employees that they have now, as use of firemen for some <br />inspections. Secondly he asked the City Manger if Missouri could use part of the <br />stimulus bill to deepen River DesPeres and take away some of the houses. <br />Mr. Price asked the City Manager to provide Council with a list of fleet vehicles and <br />their life expectancy. <br />Mayor Adams thanked the citizens for coming out and providing Council with their <br />opinions on the City’s budget. He said the Budget Draft is available at the Library <br />and Centennial Commons.
