<br />Mr. Wagner stated that the budget passed tonight is not the final. He said the <br />Council can add to it or amend it throughout the year. Along with this he asked the <br />City Manager to schedule a study session before the next Council session in two <br />weeks where the Council can discuss all the comments made tonight by the citizens <br />and incorporate all that we agree on. <br /> <br />Mr. Glickert asked the City Manager about Heman Park pool and the deep area of <br />the pool was closed. He asked last year at this time to plan ahead and have enough <br />life guards to open it. Hopefully, he asked if this can be squared away. Ruth Park’s <br />driving range is a big hit but to the west is hole number seven. He received two calls <br />from golfers who almost were hit by balls from the driving range. He suggested <br />more netting, closing down couple of the driving range stations at the end, or a <br />cautionary sign to warn the golfers. Thirdly, Mr. Glickert asked the City Attorney and <br />th <br />the City Manager again about the Municipal Code 2.26.080 stating that on the 10 <br />day of every month, Council and City Clerk are to get a report from the Municipal <br />Judge. <br /> <br />Mr. Wagner wanted to add to his previous comments and ask that if anyone comes <br />up with new ideas for the budget before the next study session to submit them to the <br />City Manager so they can be added to the agenda. <br /> <br />Mayor pro tem stated he is a senior advocate for OASIS and AARP that meets at the <br />Library. Those individuals who are able would be well served to participate in these <br />activities. He said there are activities for youth and adults. <br /> <br />Ms. Ricci asked for missing pages from SLAIT and was advised the City Manager <br />she did not have those. One of the pages referenced one through six and Council <br />only received page one. Charter Section 31 states that Council is to receive audited <br />financials sixty days after the close of the year. She wanted to make part of the <br />record that the City Manager and Deputy City Manager said at the Council’s study <br />session that it was not possible to get the audited financial in time to be in <br />compliance with the Charter. Ms. Ricci stated the directors reported that they get <br />monthly financial reports and she asked to be on the list to receive these copies <br />also. Several meetings ago the City Attorney was asked to speak with several <br />Board members pursuant to the City’s ordinance and there is no conclusion on this <br />issue and remains open. She asked for confirmation that the agenda is being <br />posted on the website and included in the Weekly Update and asked for <br />confirmation this was happening. The Civil Service Board is to present to the <br />Council annually and this has not happened in five years and would like this to <br />happen. <br /> <br />City Manager Julie Feier stated that the Finance Director is the Deputy City Manager <br />also and has done an amazing job. She stated the budget was an award winning <br />budget, on of the top budgets in the state of Missouri, but if Council would like a <br />twenty-five page budget because it is simpler, it would not have as much <br />information, and they can accommodate that in the future. Ms. Feier asked if it was <br />alright for Ms. Ricci to receive it digitally and she agreed. <br /> <br />The City Manager stated that on multiple occasions she has addressed the Board <br />members conversation asked by Ms. Ricci. She said that following the last meeting <br />Mr. Mulligan met with Ms. Ricci individually. Ms. Feier stated she had offered to give <br /> <br />
