This budget is also attempting to okay and approve a compensation <br />package this Council has not voted on yet. The ordinance has classification <br />changes that have not been approved by the Civil Service Board and per our <br />Charter and ordinances, the Board is the only one that can change classifications. <br /> <br />Mr. Glickert stated that twenty some people spoke and had serious questions about <br />the budget. Two Council members tried to get two more weeks to dig a little deeper <br />into the budget, to no avail. He would only submit to the citizens as Mr. McCarthy <br />said, “What are we going to do next year?” He stated the resolution calls for an <br />option sales tax of almost one-half million dollars. Mr. Glickert stated he would be <br />hard pressed to believe as to what you voted on in August 2006, the Economic <br />Development Tax, and look where that money is going now. <br /> <br />Ms. Ricci wanted to let people know that the Director of Community Development is <br />not the person who put together the package of inspection changes where citizens <br />are charged for inspections that are now not intending to happen. She also wanted <br />to point out that the big fat budget book has a lot of blank pages. Ms. Ricci would <br />like to be able to utilize the City’s website in order to get more information to the <br />citizen. She asked the citizens to remember this vote and remember how it will <br />affect you. <br /> <br />Mr. Price stated he keeps hearing Olive come up and he has done his homework <br />and stated there are two projects going in on North and South to enhance that <br />corner. Also down at Midland and Olive there has been acquisitions taking place <br />for City to get site control of that property in order for the City to market what the <br />Council wants to come in to that location. Also there has been acquisition of land at <br />the south side of North and South. There has been interest where the Dollar store <br />is at Midland and Olive. There is some activity at the Value City site. Mr. Price <br />stated that people come and say there is malfeasance going on Olive and that is <br />not true. He stated that a year from now people won’t be saying that. The citizens <br />will benefit from the due diligence that has taken place under Mr. Walker to help <br />move forward under the direction of the City Manager. Mr. Price asked the City <br />Manager if Resolution 2009 – 08 addressed amendment #4. I was agreed that it <br />was amendment #4. Mr. Price called for the question. <br /> <br />Mr. Wagner commented on the use of the Economic Sales Tax revenue. He stated <br />the City had to pay for real expenses when implementing the ideas and the <br />projects. As he understands it from the City’s attorney here, the legislation explicitly <br />said the City could use up to 25 percent for administration fees and that sounded <br /> <br />
