Session 1684, Minutes
December 16, 1996

Page 4

recommended a "bulk purchase" league fee of $52.50 an hour for non-resident leagues renting the field
area. Instead, staff recommends that a discounted fee of 20% be available for any league/practice
(resident or non-resident) when renting for 10 or more hours. To encourage use of the field area by
other sports (tennis, volleyball), the Park Commission also recommended dividing the field area in half
and charging the hourly rental rates ($20.00 resident and $32.50 non-resident). Staff has revised the
recommended fee for tennis to $5.00 an hour for residents and $8.00 an hour for non-residents. In addi-
tion, the 20% discount would apply for renting 10 or more hours. Approval was recommended for the
half-field rental fees (volleyvail--S20.00 an hour for residents, $32.50 an hour for non-residents; tennis--
$5.00 an hour for residents, $8.00 an hour for non-residents), and establishing the 20% discounted bulk
purchase fee.

Recreation Programs (#9). The Park Commission approved the staff's summer recreation proposal as
presented for the Recreation Division, Heman Park recreation facility, and Heman Park pool. Recreation
programs are expanded with the opening of the Heman Park recreation facility. The City Manager rec-
ommended approval of the proposed recreation programs as presented by the Park Commission.

Resubdivision - 425 N. Hanley (#10). The City Manager concurred in the Plan Commission's recom-
mendation to approve splitting a 100' wide lot at 425 N. Hanley into two 50' lots which will meet the
prevailing pattem in this block. The proposal has been reviewed and approved by the Historic Preserva-
tion Commission. A precedent was set last year when a similar lot on this block was resubdivided.

Mayor/School Board President Committee (#11). It was recommended that a joint committee be formed
between the School District and the City to explore way to make the City and the School District an
even more attractive place to live, raise and educate children. The committee will consist of three School
Board members, Mayor Adams, and Councilmembers Wayne Munkel and Hardy Ware.

Mr. Wagner moved approval of the Consent Calendar. Mr. Lieberman seconded the motion, which
carded unanimously.

PUBLIC HEARING - SUGARBERRY TREE HISTORIC LANDMARK

The City Manager said a public hearing was scheduled for 7:30 p.m. this date to hear comments on the
proposed granting of historic designation in the Zoning Code for this Missouri State Champion Tree at
Purcell just south of Bartmer. Following the public hearing, it would be appropriate to introduce a bill
for this purpose on the City Clerk's Docket.

Mayor Adams opened the public hearing at 7:40 p.m.

Mr. Munkd said the Historic Preservation Commission was approached by the Park Department when
it was notified by the State that the oldest Sugarberry tree in Missouri was in University City. The Com-
mission wants to preserve this tree and create a zone around it so it may be cared for and to prevent tam-
pering. The Park Department is in agreement with the historic designation.
