Regular meeting
August 8, 2005

So all we are doing is voting to say that what is will remain.

Mr. Wagner said he was not against it but did not know how this could be done. Have
we done this previously and will it then start a precedent.

Mayor Adams said he didn’t feel that it would.

Mr. Wagner asked City Manager that it was his understanding that we were going to
have an entire meeting at which we are going to review the Comprehensive Plan,
approve the Comprehensive Plan, and change the Comprehensive Plan. Isn’t this a
good topic to put in that meeting?

Mr. Ollendorff said that it could be done at any time, whenever the Council decided to
do so.

Ms. Colquitt said she preferred to do it now and not wait until the Comprehensive Plan
was to be reviewed. The residents have received a grant for beautification of their
neighborhood and they want to be assured that their area will remain residential.

Ms. Brungardt asked Ms. Colquitt if there was a time limit on the grant. Ms. Colquitt
said she didn’t know if there was a time frame, but does know that the residents are
moving forward as far as the architectural work of what they are trying to do. We don’t
want to continue to hold them up.

Mr. Wagner said that he does see the need but felt that it needs to be in the
Comprehensive Plan where you can list where adjacent properties are concern,
language of how to say it in and where it goes in the Comprehensive Plan.

Ms. Colquitt said that was fine as long as she receives a consensus from the Council
that they are all in agreement that we keep these three properties Single Family
Residential that we can later come up with the particular wording to come up with for the
Comprehensive Plan.

Mr. Wagner made motion to approve with condition that correct legal statement be
noted in Comprehensive Plan. Ms. Colquitt seconded the motion.

Ms. Brot wanted to go on record saying that if the Council does this, our good intent will
be known and maybe we can then work together, the entire block of Olive and Hafner,
one where the varying kind of ownership, get together to know each other. We the
Council would like University City to be a nice place to live, and Ms. Brot does not like
the personal attack on her character. Ms. Brot has spent her life in University City trying
to make it better and she wished people stop attacking her personally. If she was
condescending, Ms. Brot said she was very sorry. She did not ever mean to
condescend to anyone and feels it is extremely inappropriate that in a public meeting as
Page 11
