Regular meeting
August 8, 2005

this, to single out and criticize her. She wished they would call her and discuss their
matter of concern. She certainly does agree with Ms. Colquitt, and feels we should do
what you indicated.

The motion was carried unanimously.

Mr. Adams stated that the residents of the area just discussed, know each other very
well and have a great neighborhood association.

Ms. Colquitt said for the records; she was going to give the petition asking the Council
to keep those houses residential, signed by the residents, to the City Clerk.

Mr. Wagner made a motion to accept it and it was seconded by Ms. Brungardt. It was
unanimously accepted.

AGENDA ITEM #9 – Change in the Restroom Adjacent to the Mayor’s Office. There is
a closet adjacent to the mayor’s office that contains a wash basin and a urinal. The
implication to some who have learned about it is that the Mayor’s office is exclusively a
male office and therefore it is not appropriate. Mr. Ollendorff proposed to the renovation
company to replace urinal with toilet. The contractor advised him that the cost would be
about $11,000 because of new plumbing required. Mr. Ollendorff was not in favor of
doing this as he felt it wasn’t cost effective. If the change was made, it would then have
to be farther corrected to make it handicap accessible, adding even more cost. Mr.
Ollendorff felt the answer should be to remove the urinal and thereby remove the issue.

Ms. Colquitt asked what Mr. Ollendorff’s original thought was on this. Mr. Ollendorff
said that his original thought was to take a toilet fixture from one of the bathrooms being
remodeled and put it in the closet in the Mayor’s office in place of the urinal, figuring it
would cost of a couple hundred dollars. Not being a plumber, Mr. Ollendorff didn’t
realize you couldn’t do this, so what he thought was a couple hundred dollars turned out
to be $ll,000. I cannot recommend it but I can understand why the appearances of
having a male only office, is not appropriate in University City and needs to be solved.

Ms. Brot stated that Mr. Ollendorff has a wonderful record of affirmative action. She
wanted to inject that women too are of a minority. Her question now is, what if a
candidate elected as Mayor is handicapped and in a wheelchair? Can that closet be
accessed in a wheelchair? Mr. Ollendorff said it could not and that is why he changed
to just removing the urinal and not replacing it, because the cost would be too high. Ms.
Brot asked if all the restrooms in the City Hall were going to be handicapped accessible.
Mr. Ollendorff assured her that they would be. The cost of the four restrooms made
handicapped accessible was around $200,000.

Ms. Brungardt thought Mr. Ollendorff’s suggestion of removing the urinal all together
solved the problem, and all the other restrooms in City Hall would be ADA accessible.
Page 12
