Regular meeting
August 8, 2005

As she saw it, we are removing a relic of a male dominated office and that will be a
significant and meaningful action, as it was probably never envisioned for the work force
of today. Ms. Brungardt was in favor of just removing the urinal.

Mr. Sharpe agreed with all of the comments and agrees with Mr. Ollendorff’s solution
and would vote to have it taken out and that indeed would solve the problem.

Mr. Wagner wanted to know that if the toilet put in is not public accessible does it need
to be handicapped accessible. The Building Commissioner says that the building code
states that if you do major construction then you should meet the code of making it ADA
accessible. As Building Commissioner he stated that he could grant a variance but it
really wouldn’t be in keeping of the intent of the law.

Ms. Brot reminded that a future mayor could be one in a wheelchair, so a change would
have to be made again, if the closet was still being used as a restroom.

Ms. Brot made a motion for approval, Mr. Sharpe seconded the motion.

The motion was approved, six to one, with one NAY vote from Mr. Wagner.

CITIZEN COMMENTS ON NON AGENDA ITEMS:

Alicia Clay, 6927 Corbitt, Phone Number (314-721-2062 or Cell Phone # 314-435-9115)
– She registered her two children in March for softball league, costing her $130.00, at
the Heman Center. She has talked to many people and was promised her money
refunded but has seen no results. Mark Whre, is the person in charge of University City
Sports Association. Mr. Ollendorff was going to check into it tomorrow as University
City does oversee their books from time to time. Mr. Ollendorff said that he could not
order them to do anything as they are a separate Not-For-Profit agency, but he can put
some pressure on them.

Ms. Brot asked Mr. Ollendorff to see why this softball team wasn’t really formed. Ms.
Brot felt bad that Ms. Clay wanted her children to participate and didn’t seem to be
consulted or given a reason in a timely matter. Ms. Brot asked Mr. Ollendorff to report
back to Council.

Ms. Colquitt stated that if we are overseeing their books to make sure they are doing
everything they are claiming to do, then it should be in the books that Ms. Clay paid
$130 for her children to play softball. Mr. Adams said that the Sports Association will
require a closer oversight on our part in the future. Ms. Colquitt agreed since they are
using the name of University City in their title.

Mae Etta Weston, 1595 Mendell Dr. – is concerned at the way some University City
Page 13
