Regular meeting
August 8, 2005

citizens are treated. She was disappointed that no Councilmember would step up to
change their vote on the Chicken Ordinance, in order to open it up for discussion again.
Olive-Farmer’s Market citizen concerns did not make a difference in Councilmembers
votes, except for one Nay vote. She would like to see common courtesy, respect, and
equality for every resident’s opinion that lives in University City.

Edward J. McCarthy, 7101 Princeton Ave. – Proposed change for the sewer lateral
program six months ago and wanted to know where it stands. He wanted to be sure
that the City has set up separate funds for the sewer lateral program. Question whether
twenty hours per project to take care of a sewer lateral program was realistic, so is
asking that it be cut in half to $30,000. He would also like to see the $500 deductible
removed. He would also like to see it be limited to the liability of the fund, to the
balance of the fund. Mr. Ollendorff said he explained in great detail a response to every
one of Mr. McCarthy’s requests and personally delivered them to his home on this
matter. Mr. McCarthy acknowledge this but he was at the Council meeting to impress
the Council that they now need to look at the sewer lateral program and do something,
even though it could be no.

Mr. Adams stated that the change from $28 fee to $50 fee was from the vote of the
people not the vote of the Council.

Mayor Adams moved to the Legislative docket.

LEGISLATIVE DOCKET; BILLS FOR SECOND AND THIRD READINGS:
1. BILL NO. 8804 – AMENDING CHAPTER 2.64 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO THE NONUNIFORMED EMPLOYEES
RETIREMENT SYSTEM, BY REPEALING SECTION 2.64.040 THEREOF,
RELATING TO MEMBERSHIP, AND BY REPEALING SECTION 2.64.070
THEREOF, RELATING TO CREDITABLE SERVICE; AND ENACTING IN LIEU
THEREOF NEW SECTIONS SO AS TO MAKE THE CITY MANAGER A
MEMBER OF THE RETIREMENT SYSTEM AS OF THE FIRST DAY OF HIS OR
HER APPOINTMENT TO WORK BY THE CITY.

(HELD OVER)

Mr. McCarthy, 7101 Princeton - He is against the BILL 8804. Does not want to see
modification to the code, where retroactive credit is given for prior years, which would
give Frank 25 – 27 years credit to the current non-uniform employee’s retirement
system. He feels it will set a terrible precedence to employees, in the future.

2.
