Regular meeting
August 8, 2005

The motion carried unanimously.

AGENDA # 5 – Telecommunications Upgrade for City Hall and Remote Locations

Recommended acceptance of a proposal for a telecommunications upgrade for City
Hall and remote locations. Two major items are needed: first would be a new system
for new recreational facility in Centennial Commons and simultaneously a major
upgrade of City Hall, City wide telecom system. Most of the money was available from
last year’s budget held over and there are adequate funds in this year’s budget.

Mr. Sharpe made a motion to approve and Ms. Brot seconded the motion.

Mr. Sharpe said that since we have our new IT coordinator recommending this, he felt
that it was apropos at this time to go along with her recommendation.

Ms. Brot echoed Councilman’s Sharpe Jr.’s comment. It is so darn complicated and if
the City Manager recommended this I would follow his advice.

The motion carried unanimously.

AGENDA # 6 – Conditional Site Plan – 7330 Olive

This Site Plan was the former home of Charter. It was purchased by Carol Mitchell for
Kings Sanctuary and Outreach Ministry. Mr. Ollendorff explained that Ms. Mitchell has
greatly improved every property she has owned in University City. They have turned
out to be assets to the community. It does meet all of the provisions of City ordinances
but mainly recommend it because of its proprietor.

REQUEST TO SPEAK:
Carol Mitchell, 848 Kingsland Ave, came to represent her request for the site. She
talked of improving the land around the church and agreed to improve the signage.

Ms. Colquitt requested that approval be granted on condition of signage approval. The
condition for approval would be to make the church’s sign more attractive.

Ms. Brot commended Ms. Mitchell for all her work for others.

Mr. Sharpe complimented Ms. Mitchell for being an outstanding teacher.

Ms. Colquitt made a motion to approve with signage condition and Mr. Sharpe
seconded the motion.

Page 8
