It was recommended that the low bid of $9,122.40 <br />from Vallen Safety be accepted. <br /> <br />Setting Public Heating - Sugarberry Tree Historic Landmark (#8). It was recommended that a public <br />hearing be set for 7:30 p.m. December 16, 1996, to consider granting historic designation in the zoning <br />ordinance for this Missouri State Champion Tree located at Purcell, south of Bartmer. The Historic Pre- <br />servation and Plan Commissions and neighbors all agree this should be done to protect this 200 year old <br />tree, which is the largest of its species and deserves protection and proper care. <br /> <br />Mr. Schoomer moved approval of the Consent Calendar. Mr. Munkel seconded the motion, which car- <br />tied unanimously. <br /> <br />PUBLIC HEARING - DELMAR PARKING GARAGE <br /> <br />The City Manager said a public hearing was scheduled for 7:30 p.m. this date to hear comments on the <br />City Council's decision to build a three-story, 120 car parking garage with four retail spaces at 6319 <br />Delmar, with not more than 15% assessed to benefiting properties. He noted that since an earlier public <br />hearing was held on this project, changes were made that necessitated a new hearing. Following the <br />close of the hearing, Council should move to direct that the City proceed to get bids on the project. The <br />changes include a smaller building and 120 instead of 139 parking spaces. <br /> <br />Mayor Adams opened the public hearing at 7:36 p.m. There were no requests to speak and the heating <br />was closed at 7:36 p.m. <br /> <br />Mr. Schoomer said this project was an absolute necessity for the continued growth and development of <br />the Loop, although he was disappointed the garage had to be made smaller. He moved that bids be ob- <br />tained for this project. Mr. Wagner seconded the motion. <br /> <br />Mr. Lieberman asked about the projected cost of the garage. Mr. Ollendorff estimated it would be about <br />$2,000,000, but said he would know more precisely after bids are received. All voted Aye. <br /> <br />SITE PLAN - 6927 OLIVE <br /> <br />The City Manager said this item was tabled at the last meeting to review fire protection issues. He said <br />the Fire Department report said the owner will install two fire resistant doors and reinforce a firewall. <br />He recommended approval of this site plan to permit a day care operation in addition to tutoring, subject <br />to the five conditions specified at the November 4, 1996, Council meeting and the following: <br /> <br /> <br />
