<br />Ms. Ricci asked what the difference was between the amounts of $30,000 <br />awarded last year August for a similar request. If they were the same, Ms. Ricci <br />wanted to know why the City is coming back now and what is the estimate for the <br />future. Ms. Feier stated she would get back with the answers. <br /> <br />The Council unanimously accepted the bid from IT Storage Solutions. <br /> <br /> <br /> <br />I. CITY MANAGER’S REPORT <br /> <br />1. <br />U City Hero Evan Hunter was presented with a plaque for his heroism on June 4, <br />2009, saving an elderly lady from her burning house. Fire Chief Steve <br />Olshwanger awarded the plaque to Mr. Hunter. <br />2. <br />Writing Contest. Awards were presented to the winners of the contest called <br />“What have the Lions seen in the past 100 years?” First place went to Robert <br />Evans III, for his fictional story called “Bravery on the Boulevard” and to Zoe <br />Maffit for her historic fictional account called, "Letter to Marie Louise.” Each <br />received a $500 award. Honorable mention went to Anya Dodgson Klooster for <br />her poem titled “Just Flames” and received a $250 award. <br />3. <br />A-1 Market request for a liquor license to sell all types of intoxicating liquor by the <br />package at 8605 Olive and operate as a food and package liquor store. <br /> <br />Mark Rubin from Frankel, Rubin, Bond, Dubin, Siegel and Klein was present as <br />the legal representative. The site plan and store plan was passed out to the <br />Council. Colored photos of similar operations were to be sent to the Council but <br />they had not received them. The location of this Market was proposed for a <br />location in Jeffrey Plaza. <br /> <br /> <br />Ms. Ricci asked how it would serve the community with the name of Package <br />Liquor being part of its title. Mr. Rubin stated the name certainly could be <br />changed. He stated that the package liquor was a very small percentage of total <br />sales in the Florissant location. Mr. Rubin had estimated the percentage of sales <br /> <br />from package liquor would be twenty to twenty-five percent. Ms. Ricci wanted to <br />know the convenience and the necessity with a couple of grocery stores being in <br />the same area. Mr. Rubin stated that the closest convenience store was one and <br />a half miles away. He said there was not a package liquor store close. <br /> <br /> <br />Mr. Sharpe asked if the convenience store could survive without liquor. <br />Mr. Crow asked what existed in the rest of the plaza. <br />Marvin Greenberg, 9648 Olive <br /> <br />Mr. Greenberg, as owner of Jeffrey Plaza, stated that the makeup of the center <br />was a Japanese restaurant, cleaners, a tax service, a Jamaican restaurant, an <br />Oriental food store, a Korean Soup restaurant, a jewelry store and a tattoo parlor. <br /> <br />Mr. Price moved to postpone until August 31, 2009, in order to review <br />photographs Mr. Rubin submitted. <br /> <br />Mr. Price asked what percentage of floor space the package liquor would occupy. <br />Mr. Rubin stated about five percent of the shelf space. <br /> <br /> <br /> <br /> <br /> <br />
