Session 1682, Minutes <br />November 4, 1996 <br /> <br />Page 2 <br /> <br />CITY MANAGER' S REPORTS <br /> <br />SITE PLAN - 6927 OLIVE <br /> <br />The City Manager recommended approval of a site plan at 6927 Olive to permit a day care operation <br />in addition to tutoring when the day care is not in session, subject to the following conditions: <br /> <br />1. Signs on the premises shall conform in all respects with the provisions of the University City Sign <br /> Code. <br />2. The child day care use approved under this permit shall also be approved and licensed by the State <br /> of Missouri Department of Family Services. Occupancy shall be terminated by the City if State ap- <br /> proval or licensing is withdrawn for any reason. <br />3. Children shall be delivered into and picked up from inside the building by an adult parent or <br /> guardian. <br />4. Any enlargement or alteration in the use of the structure as a day care center or the site for day care <br /> use must be approved by the City Council under a Site Plan Review Amendment before a building <br /> permit is issued for such enlargement or alteration. <br />5. The use of the premises for a school/training facility for tutoring under Site Plan 1339 shall be per- <br /> mitted to continue during the hours and days that the building is not in use for child day care. <br /> <br />Mr. Munkel opposed the application because the furnace is directly adjacent to the rear exit and near the <br />hallway leading to the front exit, both of which could be blocked in case of fire. He said adding several <br />interior doors could make it safer, but felt it was unsafe as submitted. Mr. Schoomer asked if new exits <br />could be added as a condition. Mr. Munkel said he was not sure that could be done structurally. <br /> <br />Mr. Ware suggested that the Fire Marshal inspect the building and inform Council of his findings. Mr. <br />Schoomer moved to table, pending the Fire Marshal's opinion on the building's safety. Mr. Munkel <br />seconded, and all voted Aye. <br /> <br />RESUBDIVISION PLAT - 6677 DELMAR <br /> <br />The City Manager concurred in the Plan Commission recommendation to approve the final plat for <br />subdividing Lots 2, 3 and part of Lot 1 of Delmar Gardens (Louis London property) since it meets all <br />City ordinance requirements. A number of conditions suggested by the Plan Commission have all been <br />met in the revised plat before the Council. The result will be redrawing the property line between the <br />existing Louis London building and their new building. <br /> <br />Mr. Schoomer moved approval. Mr. Munkel seconded the motion, which carried unanimously. <br /> <br />DEMOLITION OF CONDEMNED HOUSES <br /> <br />Mr. Schoomer moved to add this item to the agenda. Mr. Munkel seconded, and all voted Aye. <br /> <br /> <br />
