Session 1677, Minutes September 9, 1996 Page 2 Setting Public Hearing - Harrison Street Vacation (#1). It was recommended that a public hearing be set for 7:30 p.m. September 30, 1996, to hear and consider comments on the adjacent owner's request that the City vacate excess Harrison fight-of-way (40 feet on the west side between Wayne and Lynn). After the public hearing, Council may adopt an ordinance vacating the excess. No other requests have been received to vacate other portions of Harrison where fight-of-way is not needed for public use. Setting Public Heating - Vacating Marilyn Lane at Wilson (#2). It was recommended that a public hear- hag be set for 7:30 p.m. September 30, 1996, to consider comments on the proposed vacating of the re- maining short section of Marilyn Lane north of Wilson. This street was vacated many years ago except for a 30 x 60 foot segment adjacent to 7335 Marilyn. It is usable only by the private residents at this location and has no public value. Conditional Use Extension - 1226 North & South (#3). A six month extension for the conditional use permit allowing church use at 1226 North and South was recommended. All conditions would remain as approved by the Council. Picnic Liquor License - Loop Festival (#4). Approval was recommended of the annual picnic liquor li- cense for the University City Loop Community Foundation during their annual event October 4-6, 1996. Alcoholic beverage sales at this event for the past several years have been well controlled and caused no police problems. Setting Public Hearing - Zoning for Day Care Center (#5). It was recommended that a public hearing be set for 7:30 p.m. September 30, 1996, to consider comments on amending the Zoning Code to add child day care center in the "IC" Industrial Commercial District as a conditional use. The Plan Commis- sion unanimously recommends this change, which is consistent with the most recent drat~ of the pro- posed Zoning Code. The text change was requested in conjunction with a proposed child care center on Kingsland. Rehabilitation of Leland Alley, Clemens to Loop North (#6). Bid proposals for this project were re- ceived as follows: Williams Concrete Co., Inc. (minority owned) Midwest Mudjacking & Construction, Inc. J. M. Marschuetz Construction Co. Engineer's estimate $90,674.00 $92,315.00 $98,961.10 $79,500.00 This project will be funded by Community Development Block Grant funds for $86,000, with the re- maining amount coming from the General Fund. Acceptance of Williams Concrete Co., Inc.'s bid of $90,674 was recommended. Reconstruction of Donne Alley from Warder to Delmar (#7). Bid proposals for this project were re- ceived as follows:
