<br />Mr. Wagner moved for approval and was seconded by Mr. Crow. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Sharpe, and Mayor <br />Adams. <br />NAYS: none <br />Bill 9043 became Ordinance 6789 <br /> <br />2. BILL 9045 <br />- An ordinance approving a settlement agreement with AT&T/SBC <br />Landline. <br /> <br />Mr. Price moved for approval and was seconded by Mr. Sharpe. <br /> <br />Ms. Ricci reiterated that she thought the charge of the Independent Counsel <br />was to look at whether the City should appear at the fairness hearing on the <br />attorney fees and she did not think that was the charge given to the Independent <br />Counsel. She remains firm that she feels this is a lot of attorney fees. She <br />thanked Mr. Mulligan for all he has done but she would rather pay a fair wage <br />and not over the top. Every dollar that goes to the attorney does not go to the <br />City and we are looking at raised real estate taxes and reduction of services, <br />etc. <br /> <br />Mr. Price stated that the only thing he has been looking at in the last couple of <br />months is attorneys getting rich. Mr. Price stated that it has nothing to do with <br />public benefits or services. He said that the City only offers $5,000 for deferred <br />scholarship for the kids to go to Centennial Commons so that is $1.61 per kid in <br />this town. Mr. Price stated that 59% of the kids get free or reduced lunch most <br />of who come from north of Olive. If you just count the kids that doesn’t have any <br />money the $5,000 allocates to $3.75 per kid. Mr. Price talked about the non- <br />transparency of how the Council can spend exorbitant amount of money on <br />legal fees for second opinions and talk about taking away the $5,000 from <br />scholarships. He said we need the AT&T settlement money. <br /> <br />Ms. Ricci stated that the Council’s responsibility is to all of its citizens. The <br />School Board just passed a 54 million dollar bond issue and has a budget that is <br />25 percent larger than the City’s for the 2,900 children in the school system. <br />Ms. Ricci mentioned $1,300 being given to Mr. Price’s request for University City <br />Alumni Reunion without a proper vote of the Council. She said there is a right <br />way and a wrong way to spend the resident’s money and to communicate with <br />them. <br /> <br />Mr. Price stated that the reason he brought up the need to help the kids is that <br />the City is having a serious gang problem going on in this town. It is not just a <br />school problem, it is interconnected. The marginal kid gets in the mix because <br />he has nothing to do. Mr. Price stated that if you are not for the kids you are not <br />for the citizens and the City needs to spend more than $1.61. The assistance <br />for needed home repair for seniors is also back-logged. <br /> <br />Mr. Glickert asked Ms. Feier if the settlement fee is really in the hands of Judge <br />Sweeney at the present and will not take place until November 2. Ms. Feier <br />acknowledge that this was true. Mr. Glickert called for the question. <br /> <br />
