Mr. Wagner said about <br />five years ago neighbors complained about noise behind this building, and a large fence was erected as <br />a kind of screen. He asked if there have been recent complaints, and Mr. Neuman said there were none <br />of which he was aware. <br /> <br />Mr. Schoomer said problems at that time were landscaping, parking, and screening, and all were <br />remedied. <br /> <br />Mr. Munkel asked why this Orthodox synagogue was required to stripe the parking area. Mr. Ollendorff <br />said other businesses are on the site. Director of Planning Al Goldman said members do not drive to the <br />synagogue on the Sabbath, but there are activities at other times when they may drive and park. <br /> <br />All voted Aye. <br /> <br />SITE PLAN - 500-518 NORTH AND SOUTH <br /> <br />The City Manager said the Planning Director has reviewed a site plan for construction of two four-story <br />apartment buildings with 32 units on just under an acre of land adjacent to the University City-Clayton <br />boundary. He said several variances or encroachments are needed which appear to be in order. Condi- <br />tions attached are as follows: <br /> <br />1. The project shall be in general conformity within the drawings submitted as part of the application. <br />2. The permitted floor area ratio shall be limited to 1.80. <br />3. The bay windows and stair enclosure shall be permitted to project into the side yards as shown on <br /> the drawings. <br />4. A detailed landscaping plan shall be submitted to the Director of Planning for approval, and land- <br /> scaping shall be installed and maintained in accordance with the approved plan. As many existing <br /> trees as possible shall be preserved and maintained. <br />5. The height and mass is approved as shown on the drawings. <br />6. The fencing is approved in the right of way setback as shown on the drawings. <br />7. The developer shall be permitted to build the project in two phases. This approval shall become null <br /> and void with respect to the second building unless a building permit is obtained for the second <br /> building within one year after the substantial completion of the first building. <br /> <br />Mr. Ollendorffsaid this project is at the limits of density but is in keeping with the City's master plan, <br />which encourages this type of high quality development. In addition, no subsidy has been requested. <br /> <br />Mr. Wagner asked about parking. Mr. Ollendorffsaid there will be 48 enclosed parking spaces. <br /> <br />Mr. Munkel asked about loading areas. Mr. Ollendorffsaid the City requires a loading area which would <br /> <br /> <br />
