Session 1673, Minutes
July 29, 1996

Page 9

be added if not already on the plans. Mr. Munkel said the apartment bedrooms seemed quite a distance
from the only apartment exit, and he thought the Fire Department should review the plans. Also, many
fires start in the kitchen, and in these apartments the kitchens are between the bedrooms and the exits.

In response to Mr. Liebermart, Mr. Ollendorffsaid he would find out the value of the completed project
and report back. Rentals will be in the $2,000 range. He did not know how long construction will take.

Mr. Wagner asked the City Manager to report back on Mr. Munkel's concerns at the next meeting.

Mayor Adams said he has asked Council to delay action on this matter to allow Clayton city officials to
see the plans. He hoped other cities would make the same accommodation. Mr. Schoomer said he
hopes the delay will be short since this project conforms to the master plan, and the developer and
contractor provide a superior product.

Mayor Adams suggested that a special meeting may have to be held before the next regular meeting, and
this matter may be considered then.

POLICE DEPARTMENT REPORT

The Police Department report for the month of June, 1996, was received and ordered filed.

PERSONNEL REPORT

The Personnel report for the period ending July 13, 1996, was received and ordered filed.

CITIZEN COMMENTS

Mr. Kevin Teaif, 7224 Balson, was concerned about truck parking on University City streets. He asked
Council to reconsider the $25 application fee to park a personal truck on the street. He was told that
once an application is made, there is a wait of three to four business days before the permit is processed;
then another $25 is paid to obtain the sticker. He felt this process was too time consuming and unneces-
sary. He suggested an oral agreement should suffice, and there was no need for an application fee.

Mrs. Thompson asked why the applicant must return to City Hall with the application. Mr. Ollendorff
said it could be returned by mail; however, the City did not want to take the money until it was certain
the applicant will receive a permit. Mr. Ollendorff discussed the parameters required to allow truck
owners to park overnight on the street--small truck size, lack of other parking, etc. Responding to Mr.
Schoomer, Mr. Ollendorffsaid he would find out how many permits have been issued and report back.

BILL FOR SECOND AND THIRD READING

BILL NO. 8283 - AMENDING CHAPTER 4 MUNICIPAL CODE RELATING TO ALCOHOLIC
