Session 1671, Minutes <br />July 8, 1996 <br /> <br />Page 2 <br /> <br />Mr. Wagner moved approval of the Consent Calendar. Mr. Lieberman seconded, and all voted Aye. <br /> <br />MELVILLE ALLEY IMPROVEMENT LICENSE <br /> <br />The City Manager said for some years the City has tried to reach an agreement with Parkview Subdivi- <br />sion to beautify the east side of Melville from Loop South to Kingsbury Boulevard. The trustees have <br />now offered the City a license giving permission to plant trees and maintain a mulch walkway; other <br />kinds of improvements would not be permitted without trustee approval. He recommended that Council <br />approve this license, subject to review by the City Attorney. <br /> <br />Mr. Munkel moved acceptance, and Mr. Wagner seconded the motion. <br /> <br />In response to Mr. Lieberman, Mr. Ollendorffsaid under this license the City will plant the trees and also <br />maintain them, noting that the City maintains the trees around City Hall, even though they also are on <br />private property. <br /> <br />Mr. Wagner asked for the rationale behind planting and maintaining property in a private subdivision. <br />Mr. Ollendorff said the City's motivation is to improve a major pedestrian entrance to the community <br />from Washington University. The walkway from the University stops at Kingsbury and starts again at <br />Delmar, so there is a short strip in between which is poorly maintained by the subdivision. Over the last <br />15 years, Parkview was asked, but refused, to donate this land to the City. Now the trustees are willing <br />to allow the City to beautify this strip. <br /> <br />Mr. Lieberman asked why Parkview does not maintain it. Mr. Ollendorff said they don't seem to be <br />interested since the area cannot be seen from the main parts of the subdivision. He said it will cost about <br />$3,000 initially. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said no special liability will be incurred by the City since the <br />trees will be planted at the back of the slope, so automobiles or pedestrians will not be endangered. The <br />slope will be less steep and easier to maintain. <br /> <br />Mr. Wagner called the question. All voted Aye except Mayor Adams, who voted Nay, adding that he <br />felt Parkview should do this work. <br /> <br />CONDITIONAL USE - 7733 OLIVE <br /> <br />The City Manager concurred with the Plan Commission that a conditional use be approved for Seafood <br />City Market and Carry-out at their new location, subject to the following conditions: <br /> <br />The signage shall strictly comply with the provisions of the University City Sign Code, except that <br />freestanding signs shall be limited to a low "monument" sign in the planting area at the southeast <br />corner of the site. <br /> <br /> <br />
