Regular meeting <br />September 19, 2005 <br /> <br />Nova Felton, 8031 Noel Ct. <br />She just wanted to know how the Council was going to recoup the administrative cost of <br />re-bidding purchase of City vehicles combined instead of separate bids. Council should <br />take care of business on the night it is presented. <br /> <br />Mae Etta Weston, 1595 Mendell Dr. <br />She wanted to know the delay of posting of Council minutes and Agenda. Mayor <br />Adams said that because of the request for detailed minutes, the process was much <br />slower and probably could not be posted before the next Council meeting. Her <br />comments have nothing to do with race or prejudice against any individuals or groups, <br />she only wants a more aggressive outreach for different types of business in UCity, <br /> <br />Richard Dockett, 6844 Crest Ave. <br />He wanted to know if the representation of the Plan Commission included the African <br />Americans. He felt the third ward was discriminated against and was not given the <br />same consideration as the other wards as in type of business permitted and saving of <br />green space. <br /> <br />Mayor Adams moved to the Legislative docket. <br /> <br /> <br />LEGISLATIVE DOCKET: BILLS FOR SECOND AND THIRD READGING: <br /> <br /> <br />1. BILL NO. 8804 – AMENDING CHAPTER 2.64 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO THE NONUNIFORMED EMPLOYEES <br />RETIREMENT SYSTEM, BY REPEALING SECTION 2.64.040 THEREOF, <br />RELATING TO MEMBERSHIP, AND BY REPEALING SECTION 2.64.070 <br />THEREOF, RELATING TO CREDITABLE SERVICE; AND ENACTING IN LIEU <br />THEREOF NEW SECTIONS SO AS TO MAKE THE CITY MANAGER A <br />MEMBER OF THE RETIREMENT SYSTEM AS OF THE FIRST DAY OF HIS OR <br />HER APPOINTMENT TO WORK BY THE CITY. (Carried over from July 18, <br />2005 Regular Session) <br /> <br />Mr. Wagner made motion to remove until March 2006 and reconsider it then. It was <br />seconded by Ms. Welsch. <br /> <br />Mayor Adams said that was not a legal motion. The motion that can be made would be <br />to get rid of 8804 but cannot move it the future date. You would have to vote to kill <br />8804. <br /> <br />Mr. Wagner disagreed with Mayor Adam’s ruling saying it was a perfectly good motion <br />that was seconded and Mayor is required to call for discussion and vote. <br /> <br />Mayor Adams repeated the procedure that should happen, move it forward or have a <br />Page 11 <br /> <br />
