Regular meeting
September 19, 2005

voice vote, (not a roll call), or to kill it.

Ms. Welsch asked how this request was different than the Bill in Mr. Ollendorff’s Agenda
that was removed until owner was present at meeting.

Mayor Adams said that a Bill is different. That was about something that isn’t here, this
is here, you either deal with it or let it lay there till you are ready to deal with it. You
can’t try to move it to a date, you either have to reject it and reintroduce sometime in the
future.

Ms. Colquitt motioned to remove it until Council is ready to deal with it.

Mr. Sharpe Jr. wanted to know if we could get some legal determination as to how
Council can postpone a Bill. Mayor Adams said you could but would it be worth the
legal cost.

Mr. Wagner asked if he could move it to let it lay till March.

Mayor Adams said you can move to let it stay until a member of the Council decides to
move it forward. Mayor said he had not asked for second and third reading because he
did not have the feeling that Council was ready to vote on it. If he did request the
readings, then the Council would be in the position to vote yes or no. I have been told
that you are not willing to vote yes or no so he did not ask for second reading and that is
why it is just laying there.

Citizen Comment:
Edward J. McCarthy, 7101 Princeton Ave
He recommended killing this bill and reintroducing it later on. He wanted assurance that
Council would not be voting on it till 2006.

Ms. Welsch asked Mr. Wagner if Ms. Colquitt’s motion would not have the same affect
as to what he proposed?

Mr. Wagner asked Ms. Colquitt to repeat what her motion said, she responded that it
was to remove it until Council is ready to deal with it, and that it could then be
reintroduced as a new bill whenever Council saw fit.

Ms. Welsch second Ms Colquitt’s motion to remove Bill #8804. Voice vote was six Ayes
and one Nay, coming from Mr. Sharpe Jr.

2. BILL NO. 8813 – AN ORDINANCE AMENDING CHAPTER 2.62 OF THE
UNIVERSITY CITY MUNICIPAL CODE, RELATING TO THE POLICE AND
FIREFIGHTER’S RETIREMENT SYSTEM, BY REPEALING SECTION 2.62.020
Page 12
