Regular meeting <br />September 19, 2005 <br /> <br />THEREOF, RELATING TO DEFINITIONS, AND ENACTING IN LIEU THEREOF, <br />A NEW SECTION TO BE KNOWN AS “SECTION 2.62.020 DEFINITIONS,“ <br />THEREBY AMENDING SAID SECTION SO AS TO CHANGE THE DEFINITION <br />OF “BASE SALARY”. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Ms. Welsch motioned for approval and Ms. Brungardt seconded the motion. <br />The Roll Call vote was as follows: AYES: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, <br />Ms. Brot, Ms. Welsch, Mr. Sharpe Jr. and Mayor Adams. Bill number 8813 passed and <br />became Ordinance number 6585. <br /> <br /> <br />3. BILL NO. 8814 – AN ORDINANCE AMENDING CHAPTER 2.64 OF THE <br />UNIVERSITY CITY .0MUNICIPAL CODE, RELATING TO THE <br />NONUNIFORMED EMPLOYEES RETIREMENT SYSTEM, BY REPEALING <br />SECTION 2.64.090 THEREOF, RELATING TO NORMAL SERVICE <br />RETIREMENT, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE <br />KNOWN AS “SECTION 2.64.090 NORMAL SERVICE RETIREMENT,” <br />THEREBY AMENDING SAID SECTION SO AS TO INCREASE THE PENSION <br />OF PARTICIPANTS WHO TERMINATED ON OR AFTER JANUARY 1, 2006. <br /> <br />Mr. Wagner asked City Manager what the difference was between this Bill and the new <br />bill to be introduced. <br /> <br />Mr. Ollendorff said that the Bill at hand was an immediate change in non-uniform <br />employee pension from 1.4 to 1.5. This change was requested by the Pension Board <br />and Mr. Ollendorff prepared the Ordinance very quickly. I am now asking that this Bill <br />be defeated in favor of a substitute Bill. The substitute Bill to be introduced would carry <br />out the increase of l.4 to l.5 now plus a second increase of 1.5 to 1.6, effective the next <br />calendar year. The reason for this was that the employee representative requested to <br />see a commitment to regular increases up to the full acturial study amount of 2.0 <br />percent. The City Council can not bind future City Councils, so Mr. Ollendorff thought <br />that the present Council could not commit to the annual increases for the next five <br />years. Mr. Ollendorff recommended defeat of this Bill and approval of Bill to be <br />introduced. <br /> <br />Mr. Brot said that the wording in each Bill was confusing, so in checking with the <br />Charter, it stated that all supporting documentation should be attached to the Bill. This <br />supporting documentation has not been received. Ms. Brot made a motion to remove it <br />from the Docket. <br /> <br />Mayor Adams asked which one Ms. Brot would like to remove.
