Regular meeting
September 19, 2005

Mayor Adams said that the Bill to be introduced had documentation attached to it. Ms.
Brot did not feel that she had adequate information. Council did not have a Study
Meeting for discussion to be able to make a decision on what could be costly to the City.

Mayor Adams disagreed and said Council did have a Study Session in which the
Actuarial came and explained what the change was, what the effect was, and how much
it was going to cost.

Ms. Brot did not recall that meeting and referred to the listing in the present Bill that the
Pension Commission did not recommend this. She felt that it was an involved issue and
would require more information then what was given.

Mr. Wagner said that he didn’t like either one of the bills. The City Manager
recommends we defeat Bill # 8814. Mr. Wagner motioned Bill #8814 be defeated. Ms.
Welch seconded the motion.

Mr. Ollendorff said that he recommended defeat of this Bill and was recommending
approval of the Bill with the two step pension increase. He did not recommend
defeating Bill #8814 if Council would not approve of new Bill to be introduced later in
meeting.

Ms. Sharpe Jr. asked Mr. Ollendorff if this was the result of negotiation with the
employees. Mr. Ollendorff affirmed. Mr. Sharpe Jr. then asked if this was what was
agreed upon? Mr. Ollendorff then affirmed. Mr. Sharpe Jr. then said that he could not
see why we would want to defeat it after the employees have agreed upon something.

Ms. Colquitt asked Mr. Brot if she recalled the meeting on the fourth floor when she
used her cell phone to figure out the correct dollar amount. Ms. Brot accepted that the
meeting had taken place but the Commission has the responsibility for looking at our
investment. deciding how much money we should be spending, and what the formula
should be. She did not agree with what was proposed.

Ms. Welsch said that she was not present at the meeting on the fourth floor but does
remember the discussion in Council Chambers about increasing pension from 1.4
percent to 1.5 percent but nothing about the increase to 1.6 percent. She agrees with
Ms. Brot in that the Pension Board members who are our citizens who follow this, did
not recommend that we do this right now. I don’t understand why there is a rush on this
and why we can’t wait till the majority of the Council feels they understand it well.

Mr. Ollendorff requested to withdraw his second bill, the one for introduction tonight and
recommend Bill #8814, that was discuss with Council, had information provided, and
had recommendation from the Pension Board. For the Record, Mr. Ollendorff noted
that he was a member of this Pension Plan and could benefit from this change.
Page 14
