Regular meeting <br />September 19, 2005 <br /> <br /> <br />Ms. Colquitt asked Mr. Ollendorff for the reason why the owner could not come to the <br />meeting. Mr. Ollendorff said that he only requested that the owner or representative be <br />present at the Council Meeting. <br /> <br />Mr. Mak said that he did not hear that request. He thought that since he was the one <br />representing the owner from the beginning it was better for him to attend. Mr. Mak also, <br />felt that the owner’s English was not as good as his. <br /> <br />Mayor Adams said that in looking at the Site Plan, there is only one maybe two <br />residents that actually adjoin to this property. <br /> <br />Public Comment: <br /> <br />Nova Felton, 8031 Noel Ct.. <br />Ms. Felton stated that she spoke to a resident on Mt. Olive and she said that the smell <br />was still there a few days after the last Council Meeting. Presently there are periodic <br />flair ups. She wanted to be sure the odor situation at the current location be eliminated. <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett was concerned over Third Ward’s loss of green space being replaced with <br />asphalt. He felt that the Asian community did not want to integrate with the African- <br />American population. Mr. Dockett felt that the Asian community were given acceptance <br />over others and under these circumstances how could integration take place? He felt <br />that the African-American views and inputs were not being respected or even heard. <br /> <br />Ms. Colquitt motioned to table and Mr. Sharpe Jr. seconded. Motion to table was <br />defeated by a vote of 3 to 4, with Nays being Mr. Wagner, Ms. Welch, Ms. Brungardt <br />and Ms. Brot. <br /> <br />Ms. Welsch stated that she felt this Site Plan had been on the Agenda too long and <br />Council needed to handle it. Ms. Welsch motioned not to table and was seconded by <br />Ms. Brungardt. <br /> <br />Ms. Welsch said she was disturbed by citizens’ comments and felt that the Council was <br />trying to treat all residents the same and they do this by following the Ordinances on <br />record. The City Manager said that they have had no record of formal complaints for <br />smell from this property. Ms. Welsch recommended that anyone was bothered by the <br />smell to call the police to make a formal complaint. She felt that any request or change <br />in green space along highly developed Olive, be presented to our Plan Commission so <br />they can plan this in their decision. Ms. Welsch said that she did not think it was right <br />for a business that has been part of our community to be continually delayed. Ms. <br />Welsch recommends approval of Site Plan and move forward and stressed to the <br />residents the need to make formal complaints.
