Regular meeting
September 19, 2005

many occasions and has not noticed any offensive odor.

Ms. Colquitt referred back to August 8 minutes stating her request that the owner be in
attendance at the next session. As far as the delay, she said she would delay him or
anyone else if we can’t get consensus from our constituents who pay taxes just like he
does. I have asked every single business to become friendly business owners because
they have to work with us just like we need to work with them. They need our business
in order to be successful. The owner could have come and used Mr. Mak as an
interpreter if he did not fully understand questions.

Ms. Welsch said that the City Manager did not understand Ms. Colquitt’s request that
you only wanted the business owner to be present. We don’t always ask the owners of
businesses to come to a Council meeting and would not want to only require
businesses along Olive to adhere to this.

Ms. Colquitt stated that she had requested at the August 8, Council Meeting, that the
owner be present at the next Council Meeting so she would be able to address some
questions. The owner’s architect was the only one present.

Ms. Welsch said that it was not required of other business owners to come in. We only
hear this request of businesses on Olive.

Ms. Colquitt said that Council is not consistent and needs to be discussed as Council.

Mr. Wagner said that the owner has accepted daily trash/garbage pickup and regular
cleaning out of his trash receptacles. Mr. Wagner also suggested that greater green
space be added to his Site Plan.

Ms. Welsch moved for approval as amended and was seconded by Ms. Brot. It was
passed with a vote of six to one. The Nay vote was from Ms. Colquitt.

AGENDA ITEM # 10 – Condition Use – 6277 Delmar
Mr. Ollendorff agrees with Plan Commission for approval for 6277 Delmar to be used as
a restaurant since it meets all standards. The restaurant complies with UCity Loop
District vision of increased pedestrian oriented shopping and dining diversity

Ms. Brot wanted to applaud the owner for continuing to have his business operation in
U-City. She just loved his bookstore.

Mr. Wagner motioned for approval and was seconded by Ms. Brot. The motion carried
unanimously.

Mayor announced that the City Manager’s Agenda was completed.
Page 9
