Session 1728, Minutes 6
July 27, 1998

interior violations and three exterior violations. The contractors have assured them that
the work would be done within the next ten days at which point the final inspection can
be done. They really want to fix up the property. The contracts have been paid for and
they request an additional ten days to finish the work.

Mr. Munkel asked why the house is being demolished. Mr. Ollendorff said that there
are numerous violations that have existed about four years, with numerous hearings,
deadlines which have all been missed. The owners have avoided demolition by
constantly changing ownership. This is the third time this item has been before Council.

Ms. Colquitt asked how long the current owners had owned the home and how long
have they had to bring it up to code. Mr. Ollendorff said that it has been owned about a
year and they have had this long to get the property up to code, which has not been
met.

Mr. Sharpe said that if the house is demolished it will be taken off the tax rolls. He
asked, in this case, if it would not be better for the house to remain. Mr. Ollendorff
replied that currently the house is dragging down property values throughout that
neighborhood. It has been an eyesore for at least two years, possibly longer. The
different owners have not allowed the inspectors inside the house to inspect for a few
months. Appropriate permits have never been taken out to do the work inside. There
is no building permit. Substandard plans that had been submitted have been rejected.
This is the opinion of the hearing officer not necessarily his.

Mayor Adams asked, since this has been approved, how soon it would take the
demolition people to do the work. Mr. Ollendorff replied that it would take three to four
weeks.

Ms. Colquitt asked about how long they could have to get the property up to code prior
to the contract being executed for demolition. Mr. Ollendorff said the contract would be
signed tomorrow morning, then permits have to issued, utilities have to be
disconnected, which will probably take three to four weeks. Mr. Ollendorff said that if
the home is beautiful and up to code before the demolition, they will call it off.

Mr. Schoomer said that since this item has already been approved, the next recourse
for the owner would be to get an attorney and sue.

Mr. Munkel asked Mr. Ollendorff, for the record, if there were any outstanding building,
plumbing or electrical permits on this property currently. Mr. Ollendorff said that there
were some old permits issued over a year ago, which have expired since no inspections
