Regular meeting <br />November 21, 2005 <br /> <br />voice as to where these large structures would be place in relationship to people’s <br />homes, schools and parks. <br /> <br />Arlene Sandler, 6947 Columbia Ave. <br />Ms. Sandler was also a member of the Task Force. She stated that between the Task <br />Force and the Planning Commission they had a variety of knowledge with useful and <br />relative experience. The result of the Committee’s work was produced in the document <br />which added some new safeguards and conditions not included in the existing code. <br />The new document will reduce City’s potential for future litigation and liability. In the <br />Purpose and Intent section, the following paragraph is included as a goal. “Establish <br />standards to regulate to the placement and design of wireless communications facilities <br />so as to preserve the well-being of the community. To assure compatibility of properties <br />adjacent to such facilities, to minimize adverse affects, with the intent of protecting the <br />general safety, welfare and quality of life of the people of the City”. Ms. Sandler felt that <br />the revised section of the code accomplished that goal. <br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett said he agreed with previous speakers and also suggested that the highest <br />peak point for location would be the City Hall. <br /> <br />The Public Hearing was closed at 7:20 p.m. <br /> <br />Ms. Welsch and Ms. Brot thanked the Task Force and Mr. Wagner for working with the <br />Task Force to come to agreement on the wording of the proposed ordinance change. <br /> <br />Ms. Brot asked about WI-FI and Mayor Adams explained briefly that it is the potential <br />future availability of wireless internet access. Mayor Adams just wanted to be sure that <br />the placement of the cell phone towers would not hamper the potential development of <br />WI-FI in the future. <br /> <br />Sandra Lowes, 7425 Teasdale Ave. <br />Ms. Lowes said that even if WI-FI were dependent upon cell phone towers that would <br />not be a problem in relation to the proposed ordinance. The ordinance is not denying <br />the cell phone tower, the telecommunication industry, the ability to get coverage in vast <br />areas or small areas of University City. The Task Force job was to be sure that <br />Company A does not place tower next to Company B and so on. Our task was to be <br />sure that University City received coverage without duplicating these large structures <br />and exposing more people to the microwave radiation that comes from it. We are not <br />denying anyone any coverage but we asked them to prove need, asked them to co- <br />locate and we asked them what happens if they switch to a new technology that would <br />not require these towers. <br /> <br /> <br /> <br />Page 3 <br /> <br />
