Regular meeting <br />November 21, 2005 <br /> <br />AGENDA ITEM #3 – Aquatics Fee Schedule <br /> <br />Mr. Ollendorff and the Parks Commission recommended a raise in the fee structure to <br />take effect January 1, 2006. The fee structure would be <br />1. Nonresidents are allowed to purchase daily admission of $6.00 per visit for <br />the pool or a 20 visit punch card for $96.00. <br />2. Establish a special lap swim fee of $50 for residents and $75 for non- <br />residents for the Heman Pool summer season. This pass would allow access <br />to the pool for open swim nor to the indoor facilities at Centennial Commons <br />and would accommodate the University City Swim Club. <br /> <br />CITIZENS’ COMMENTS: <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert said that this recommendation is not an aquatic fee schedule but rather it is <br />a policy change. She gave a brief history of University City and its relationship with <br />Heman Park Pool. Ms. Glickert admonished City Manager for his editorial <br />characterizing discrimination. She stated that we don’t change policy when it is not in <br />the best interest of University City residents. <br /> <br />Hardy Ware, 1465 Forest Green <br />Mr. Ware felt that it should not be opened to the public as it is supported by University <br />City residents’ taxes. St. Vincent’s pool is open to the public and is in the same vicinity. <br /> <br />Lynn Rossel, 7015 Olive <br />Ms. Rossel wanted to address the Council stating that she too took offense to the <br />statement made by City Manager, who does not utilize the pool. She said that <br />surrounding communities do not allow non-residents or only at an elevated fee rate. Ms <br />Rossel suggested other ways of increasing revenue: opening the availability to the <br />employees of the U-City school district, offering a discount for new home buyers for the <br />first season, offering rental of pool for evening events pool closes, open, and pool <br />earlier on weekends to entice more people. <br /> <br />Debra Jones, 6720 Bartmer Ave. <br />Ms. Jones felt that Mr. Ollendorff’s statement that it is time to change the discriminatory <br />past policy was now discriminatory toward lap swimmers. She also wanted to know <br />how lap swimmers in the evening would be policed. Mayor Adams addressed her <br />misunderstanding of the fee structure for a full pool pass or a pass for lap swim only. <br /> <br />Mary Ellen Havard, 7139 Cornell <br />Ms. Havard said that her experience during the early morning lap swim was that it rarely <br />could accommodate more lap swimmers. She wanted to know if there was a dollar or <br />membership number that University City was working to achieve. Ms. Havard felt that <br />having the pool for residents only was a perk for living in University City. She <br />Page 4 <br /> <br />
