<br />Regular meeting <br />November 21 , 2005 <br /> <br />AGENDA ITEM #6 - Political Sign Zoning Public Hearing Date <br /> <br />A Public Hearing date for December 13, 2005 was previously established by the <br />Council. The political sign amendments to our current Sign Ordinance 34-104.2, <br />addresses size, timing and enforcement procedures. <br /> <br />Ms. Welsh moved for approval and was seconded by Mr. Sharpe Jr. The motion <br />approved unanimously. <br /> <br />Ms. Brot explained her work for the past year and a half was to make our ordinance <br />dealing with political signs more constitutional to the way the courts are ruling. The <br />Supreme Court has ruled that political signs should be governed as are commercial <br />signs, thus allowing signs to be a little larger. Ms. Brot also said we cleared up the <br />confusion as to how long you can have signs up. You can have signs 90 days prior to <br />the election and 7 days following the election. Besides adding that there will be <br />consistent enforcement of this ordinance, it also provides that there" <br />will be no signs allowed on public property. <br /> <br />The vote for a Public Hearing for December 12,2005 at 6:30 p.m. carried unanimously. <br /> <br />CITIZENS' COMMENTS - Non- Agenda Items <br /> <br />Loretta Bryant, 7863 Milan Ave. <br />Ms. Bryant was speaking on behalf of Nova Felton, requesting to have the Chicken <br />Ordinance repealed. <br /> <br />Ms. Brot asked to comment on the information she had received on the profits <br />University City might receive with the new utility rate hike, that it might be possible to <br />use this potential increase to aide the needy to stay warm during the cold winter <br />months. She said that Mr. Moton made points also which could be considered. Utility <br />rate increases also affects all of City Hall along with other City buildings which could <br />offset the increase in revenue received. It was also brought to her attention that <br />Laclede gas agreed to put 1 M dollars in a fund which would prevent utilities from being <br />tuned off from November 1 to March 31. Ms. Brot requested a Study Session on how <br />University City could help their residents in need of assistance. <br /> <br />Ms. Colquitt asked Mr. Norfleet to look into adding more fire hydrants in the northeast <br />quadrant and the alley lights that needed to be replace in the same area. There also is <br />about five homes facing Wellston High School and parking has become an issue with <br />students taking all available street parking. Lastly she would like Mr. Norfleet to look <br />into putting a sign saying ambulance and fire trucks will be coming in and out by the <br />Page 6 <br />
