Regular meeting <br />November 21, 2005 <br /> <br />4. BILL NO. 8826 - AMENDING CHAPTER 10.40 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO STOPPING, STANDING AND PARKING <br />GENERALLY, BY REPEALING SECTION 10.40.020 THEREOF, RELATING TO <br />STOPPING, STANDING AND PARKING PROHIBITED IN SPECIFIED PLACE-- <br />EXCEPTIONS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE <br />KNOWN AS “SECTION 10.40.020 STOPPING, STANDING AND PARKING <br />PROHIBITED IN SPECIFIED PLACES—EXCEPTIONS,” THEREBY AMENDING <br />SAID SECTION SO AS TO PROHIBIT PARKING, STOPPING OR STANDING <br />ANY TIME ON BIG BEND BLVD., BOTH SIDES, FROM DELMAR BLVD. TO <br />FORSYTH BLVD. EXCEPT BY BUS STOPS AND TO PROHIBIT PARKING, <br />STOPPING OR STANDING ANY TIME ON FOREST PARK PKWY., BOTH <br />SIDES, FROM THE CITY LIMITS WITH CLAYTON CITY TO THE CITY LIMITS <br />OF ST. LOUIS CITY EXCEPT BY BUS STOPS; CONTAINING A SAVING <br />CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its second reading <br />The bill was given its third reading <br /> <br />Ms. Welsch said she did not feel comfortable supporting this when no provisions on how <br />people using the new MetroLink station at Big Bend and Forest Park with people <br />dropping off people to ride the train. Williams Pharmacy commercial strip will use his <br />parking lot to drop people off, especially with denying drop off anywhere on the street. <br /> <br />Ms. Brot asked Mr. Moton if the request for a Study Session on “Kiss-n-Ride” was to be <br />an issue in the near future. <br /> <br />Mr. Sharpe Jr. felt that University City would be indulged with the problem of enforcing <br />it. <br /> <br />Mayor Adams and Mr. Wagner said that they had promised the residents of that area <br />what they would agree to, to get them to concur with accepting the intrusion of <br />MetroLink. <br /> <br />Ms. Welsch felt that people would be using Pershing, Westmoreland and Waterman in <br />specific, to drop off people to use this station. She thought that Williams Pharmacy <br />would become a cut through lot. <br /> <br />Mr. Brot said she had asked Mr. Ollendorff of the possibility of using curb-cuts. Mr. <br />Ollendorff said that would be a problem because the curbs were already made. Ms. Brot <br />felt that curb cuts can still be made without too much extra work. She also suggested <br />that there would be posted signs, informing people of using another station as Clayton <br />or Debaliviere. <br /> <br />Mayor Adams suggestion was to approve the bill as it is and then go back and talk to <br />Page 8 <br /> <br />
