<br />Regular meeting <br />October 10, 2005 <br /> <br />Ms. Welsch was concerned as she felt the green space was used by people who walk <br />through the area. Mr. Adams explained that that was on the other side and was not the <br />property in discussion. <br /> <br />AGENDA ITEM # 6 - Parks, Recreation, and Forestry Capital Master Plan <br />Plan projects out for the next five years with a few projects noted for future years. It <br />included Capital items and Operating items. Park Commission recommended adoption. <br /> <br />Mr. Wagner made motion for approval and was seconded by Ms. Brungardt. <br /> <br />Ms. Brungardt reviewed an old master plan and saw that a line item on page eight <br />mirrored the item on the old plan and she thought that this could be problematic with <br />questions still unanswered about financing of "the teaching center" at a cost of $185,000 <br />and the funding source is listed as "private". This new master plan has the same item <br />and amount. Secondly is the remodeling of the club house. It is listed as spending <br />$250,000 in year 2009-2010, also listed as "private funding source". Thirdly, she was <br />also concerned with another item expense listed with a $7,000 expense, and the <br />funding source again said as "donation" and is to begin now. She felt that the Council is <br />owed an explanation of the funding sources. She would like to amend the passage of <br />the Parks Commission Master Plan pending Council's discussion of three specific items. <br />Ms. Welsch made a motion to accept with amendment of Council's discussion on <br />funding sources. This motion was seconded by Mr. Wagner. <br /> <br />All those in favor of the amendment carried unanimously and the main motion with the <br />amendment carried unanimously. <br /> <br />AGENDA ITEM # 7 - Fee structure change for the Aquatics Program, Heman Park <br />Swimming Pool. Major change is to include non-resident fee and adult-lap swim fee. <br />Three recommended changes. First is to allow non-residents to purchase daily <br />admission for $6.00 per visit, secondly that non-residents be allowed to purchase a <br />twenty visit card for $96.00 and thirdly is an adult lap swim fee. This would allow a <br />purchase of a pass for the morning lap swim only, $50.00 for residents and $75.00 for <br />non-residents. <br /> <br />Ms. Welsch motioned for approval and was seconded by Mr. Sharpe. <br /> <br />Ms. Welsch asked about how the lap swim would work with summer swim activities. <br />Mr. Ollendorff said he would look into it. <br /> <br />Ms. Welsch inquired about the average daily attendance of pool. Mr. Ollendorff said <br />that it has been in the 300 range for five or six years. <br /> <br />Page 7 <br />
