<br />Regular meeting <br />December 12, 2005 <br /> <br />(CAA), an Agency having experience in this area. In order to determine how much money is <br />available the City needs timely reports on how much the City has received. Mr. Ollendorff will <br />supply timely monthly updates on actual gross receipts so Council can act quickly unallocated <br />budgeted revenue. Mr. Ollendorff distributed this month's sample report. Then at each monthly <br />meeting the Council can designate the amount to be distributed. Thirdly, Mr. Ollendorff will <br />supply on a monthly basis the City's direct and indirect costs due to the utility increase to the <br />City also. Mr. Ollendorff would like to see if the Council agrees with this approach. <br /> <br />Mayor Adams said he liked the idea of having another experienced Agency to distribute money. <br /> <br />Mr. Wagner agreed with the Mayor. He asked Mr. Ollendorff if there was a way to target the <br />money to just University City residents. Mr. Ollendorff said that the CAA had previously done <br />this and that would be a part of our contract with them. <br /> <br />Mr. Ollendorff said the CAA did do it a few years ago and would ask them to do the same again. <br />St. Louis County is dealing with the same issue. The County is to let U-City look at their draft <br />contract when completed. <br /> <br />Ms. Brot was concerned with the time factor and the people in need of assistance would be <br />struggling with the cold. She suggested creating a formula so when city's expense was <br />calculated, we could quickly see what the City's windfall was and disperse the difference to the <br />CAA. <br /> <br />Mr. Ollendorff said that Laclede Gas' figures are about two months behind by the time the City <br />receives it, so he suggested that maybe we can request Laclede Gas to report to the City with <br />the amount in advance, as to how much Laclede Gas would be billing U-City residents. <br /> <br />CITIZENS' COMMENTS <br />Mr. Richard Dockett, 6844 Crest Ave <br />Wanted to commend Ms. Brot for initiating help for the needy with their utility bill. <br /> <br />Ed McCarthy, 7101 Princeton Ave. <br />Giving to the CAA, we would indirectly be benefiting all the communities even the ones who are <br />not participating in this. If you could have everyone participate in it, it would be perfect but that <br />is not the case. Right now they are trying to include just the Unincorporated areas and have <br />excluded the Corporated areas. Mr. McCarthy suggested using other organizations that do this, <br />such as churches. He also felt that there will never be enough funds to totally pay their utility <br />bill. <br /> <br />Mr. Sharpe said that this agency, CAA, has all the formulas and means of checking the needs of <br />requestors. Churches or even we as the City could not do such a thorough job. <br /> <br />Ms. Brot motioned to move forward with finding a way to help the needy with their gas bill and <br />was seconded by Ms. Welsch.
