Regular meeting
December 12, 2005

CITIZENS COMMENTS ON NON-AGENDA ITEMS:

Ann Hirsch, 6633 Kingsbury Blvd., Apt. 3e
Ms. Hirsch is a student at Washington University, as a sculpture major. She said that every
year University City and Washington University, Sculpture Department collaborates to produce
a special event, which takes place in April. This is the 20th year anniversary of this
collaboration. She passed a sign up sheet among the Council, to volunteer to participate in the
collaborative dance down Delmar that is in the planning stage.

Jen Jensen, 706 Pennsylvania
Ms. Jensen summarized Prop K Committee's diligent work for three years. She read the letter
that would be given to the Council and signed by the committee workers. Ms. Jensen left this
letter and their meeting agendas minutes, and surveys with the City Clerk for anyone to review
and she would pick it back up in one month.

Elsie Glickert, 6712 Etzel
Ms. Glickert asked for some direction as to what is going to happen to the proposed bill on
opening up the Heman Park pool to non-residents, as it was tabled again tonight. She inquired
as to whether the Park Commission would be reviewing it again.

Ms. Welsch requested that the City Manager convey to the Director of Parks Commission that
some members on the Council wish the Park Commission would take a look at this issue again
and come back to the Council with explanation behind their recommendations, who made these
recommendations, who was in attendance and what was the vote. Ms. Welsch is not willing to
hear this again until this happens. Also, Ms. Welsch said that as Mr. Wagner had requested,
she would want the Parks Commission to have a Public Hearing for citizens input.

Ms. Brot said that she would like the City Manager to do it as he is the one that can convey
these requests to the City's staff. She also suggested that a good amount of publicity was
needed to precede the Public Hearing.

Mr. Wagner requested that the Public Hearing be posted on the kiosks at least one week prior
to the Public Hearing date.

Richard Dockett, 6844 Crest Ave.
Mr. Dockett requested from Council, recognition of his son, Kymo Dockett's literary
achievement.

Mr. Wagner motioned to have Kymo Dockett recognized by Council and was seconded by Ms.
Welsch. Council unanimously accepted.

Ms. Brot spoke briefly about her wonderful learning experience at the NLC Conference.
Through one of the study sessions, she learned that it was important to follow the Capital
Budget. Therefore, she requested from Mr. Ollendorff to prepare for the Council the Capital
budget for the three major projects; the City Hall, the Fire Station and the Centennial Commons.
She invited everyone to attend the grand opening of the Centennial Commons on Monday,
January 1, 2006.

Page 7
