One is E911 the emergency radio system that is sorely needed to plug St. Louis <br />County with the rest. <br /> <br />COUNCIL COMMENTS <br />Mr. Crow invited neighbors from North and South and Downey to talk to him in response <br />to Ms. Frumhoff’s questions. He was please to have the Superintendent of the schools <br />speak earlier to update the Council on the occurrences that have taken place at the high <br />school and ways in which the City and schools can work together to prevent such things <br />from happening again. Mr. Crow looks forward to getting the pension study in the near <br />term, about the defined benefit versus the contribution plan. He also is looking forward <br />to the fire district feasibility study on November 19, in the possibility of leveraging <br />resources. Mr. Crow said he is available to anyone who would like to talk about the <br />budget. <br /> <br />Mr. Price talked about the success of the housing fair. He again would say that the City <br />has an obligation to its young. He has figured that the City spends $1.66 on each child. <br />He still maintains $100,000 be added to the budget for the youth of the community. He <br />asked the City Clerk to add to the minutes of last week, his suggestion to allocate an <br />additional $50,000 to the home repair program for the needy. <br /> <br />Ms. Ricci apologized to Ms. Botwinick for the mispronunciation again of her name. She <br />asked Ms. Feier to get an answer for Ms. Felton as she had spoken previously about the <br />Fire Chief and the Assistant Fire Chief’s residency outside of University City and use of <br />City vehicles to commute from St. Peters and Jefferson County. She asked why they <br />were not required to live in University City, is the City providing the auto cost to commute <br />and how much is it, how is it showing up on their W-2s as it is a benefit, which is <br />considered a compensation. Ms. Ricci mentioned the memorial dedication on October <br />31 for the City’s fallen officers with the dedication of a flag pole in their memory. She <br />thanked Mr. Glickert for the proclamation for remembering our fallen officers. Ms. Ricci <br />said she has received a lot of calls on the late charge on refuse bills just received. She <br />was sure that a lot were not paid on time but many said they paid on time but the City <br />processed late and then fined a late fee. She asked the City Manager to report back on <br />this. Ms. Ricci stated that this fee is catching a lot of the citizens by surprise and maybe <br />the Council would like to look at a way to address it. She asked the City Clerk to make <br />her page of Council Comments handout as part of the minutes. Ms. Ricci stated that Mr. <br />McCarthy is absolutely right, let’s focus on parking, recovery bonds and on the money <br />spent on the fleet management survey that could generate revenue rather that what <br />expenses can be cut. She proposed that the City reinitiates the program where a <br />student sits on the dais with the Council as interns. Going a step farther, she stated that <br />Council could ask the superintendent to ask the high school principal for students who <br />could work for any or all of the Council. Ms. Ricci said this could have seven students <br />being engaged in their local government and see what is done on a daily basis, <br />becoming more grounded and cemented in our community. <br /> <br />Mr. Wagner agreed with the pursuit of Recover Bonds and Fleet Management money <br />that can be saved. He stated he was one of the first ones to bring up the big savings <br /> <br /> <br />
