Regular meeting
January 09, 2006

AGENDA ITEM #4 - CHILD SAFETY HEADGEAR
St. Louis County Health Department officials and Council encouraged municipalities to adopt
mandatory safety headgear or helmet ordinances to help protect children under 17 years of
age.
Ms. Welsch motioned for approval and was seconded by Ms. Brungardt.

AGENDA ITEM #5 - CENTENNIAL PLANNING PROFESSIONAL SERVICES CONTRACT
Centennial Committee was awarded contract for provide professional services for fundraising
and event planning last fall and it was recommended to extend their contract for an addition
$10,000.
Ms. Welsch motioned for acceptance and was seconded by Ms. Brot.

AGENDA ITEM #6 - NEW SOUND SYSTEM FOR CITY CHAMBERS
Approval was recommended for adoption of a state of the art sound demonstrated by Tech
Electronic that would allow additional software to be added in the future if desired.

Ms. Brot motioned for approval and was seconded by Mr. Sharpe Jr.

Ms. Brungardt asked City Manager as to where money to fund this was coming from as it
was her understanding that the City Hall renovation budget was short and projects needed to
be cut.

Mr. Ollendorff explained several sources as to where money was provided from in order to
add this.

Voice vote taken on this Agenda Item passed unanimously with all Ayes.

Mayor Adams wanted to politically thank the architectural firm taking a firm hand with the
construction company. He felt that it was about time that the architectural firm that was to be
managing the project was finally trying to get it to some schedule, since it presently is so far
off schedule now.

CITIZEN COMMENTS ON NON-AGENDA ITEMS

Ed McCarthy,
Mr. McCarthy asked if the process of producing the City's financials could be speeded up as
it was about six months after the date. Secondly, Mr. McCarthy was going to push harder on
the sewer lateral program. He is questioning the use of money for an overhead factor or a
City employee factor built in the $50 a resident is charged. He wants this money put back
with interest. If he continues to get no response, he will sue the City. Thirdly, Mr. McCarthy
thought the employee retention plan that Council would think about approving, is an insult to
all. If a City employee was doing his job, they would have no fear of being retained.

Page 4
