Regular meeting
March 06, 2006

Mr. Sharpe Jr. asked if we could do both. The information he received stated doing
both, but in Mr. Ollendorff’s discussion tonight, he thought he was suggesting doing
one or the other.

Ms. Welsch motioned for approval of reducing the deductible to $300 and the co-pay to
10% and was seconded by Mr. Sharpe, Jr.

Ms. Brungardt said that she has asked for a Study Session for the past year. She
stated that many of her constituents are faced with this issue now. She wanted it on
record that despite the passing of this incremental step tonight, Mr. Brungardt wants a
Study Session very soon, to discuss with more depth, the Sewer Lateral and MSD
issue.

Citizen Comment:

Edward McCarthy, 7101 Princeton Ave.
Mr. McCarthy thanked the City for finally moving on with what he has requested for the
last year. Mr. McCarthy suggested that University City should drop the rate to $100 and
leave the deductible percentage the same. With that theory, a smaller house will have
less to pay in a deductible for the total bill than a larger house would. Mr. McCarthy
asked to have the amount charged on MSD bill be dropped by $5.00. He also wanted
to know if there was a limit to the total amount of money that would cap this account.
Other cities just stop paying when money is used and resume when money is again
accumulated.

Alan Sabol, 8101 Tulane
Mr. Sabol would like to recommend that instead of lowering the deductible and co-pay;
since the majority of residents do not use it, have their amount that they are paying into
the program be lowered. He thought it would be more equitable and fair and not take
away from the people using it.

The motion carried unanimously.

AGENDA ITEM #4 – Economic Development Citizens Advocacy Committee
Mr. Ollendorff recommended Council Appoint fourteen citizens to lead educational effort
of the recently authorized Economic Development Sales Tax.
