Regular meeting
March 06, 2006

Industrial Development Comm – (1) (1)
Plan Commission – (3) (3)

Mr. Ollendorff suggested the target date to form this committee be May 31. This tax
would greatly help the City for economic projects planned but funding is not available.

Ms. Brot commended Mr. Ollendorff for forming this committee. She said that it has
been shown that other communities have benefited from it. Cities that don’t have a lot
of land for new economic development, now can use tax received from this, for
redevelopment.

Ms. Welsch said that she had hoped that the Council would have talked about this
development tax first and it had not happened before forming the committee. Ms.
Welsch is concerned about putting together a committee for advocacy of which the
Council has not even discussed. She is also concerned as to how the committee would
determine what would be the highest economical tax development project it will fund.
Ms. Welsch also did not understand why so many of the same people serving on similar
board are to be on this board too, instead of getting some fresh eyes to work on it. Ms.
Welsch wants a Study meeting with Council to happen before this committee is formed.

Mr. Wagner agreed with Ms. Welsch and thought May 31 was too optimistic. He also
requested a Study Session on this.

Ms. Brungardt said that this has been a Study Session request that has never
happened.

Mr. Sharpe, Jr. asked City Manager to set a date for a Study session on this.

Mayor Adams agreed with Ms. Brot and encouraged this Study session be planned
immediately as this is important for the City.

Mr. Wagner asked who would appoint the suggested (2) from the TIF Commission. Mr.
Ollendorff said that the lead would appoint the members of the commission but the
Council has the choice of accepting or not accepting the nomination.

The pleasure of the Council was to hold the vote until a Study session happened.

AGENDA ITEM #5 — 2006-2007 Parks and Recreation Fees and Changes
Mr. Ollendorff concurred with the Park Commission for fee increases. Mr. Ollendorff
stated up-front that this did not include increase in Heman Park Pool fees at this point.

Ms. Brot asked for clarification of use of non-resident use on page five of the brochure.
Mr. Ollendorff said that the reference of non-resident was when accompanied with a
Page 5
