Regular meeting
March 06, 2006

Glickert wanted to know that If the scanner was broken that much, how can an accurate
attendance account be given?

AGENDA ITEM #6 — I-170 Olive Task Force
It was recommended that a task force be formed, at the request of Olivette, to
coordinate activities during the upcoming interchange reconstruction of I-170/Olive. Mr.
Wagner suggested that he and Ms. Brot be the liaison to that group in continuation of
previous meetings they have had with Olivette.

Ms. Welsch suggested that a member of the community connected with the Centennial
Greenway be included on this Task Force. Mr. Sharpe Jr. also said that he would like to
be on the Task Force.

The motion carried unanimously.

CITIZEN COMMENTS ON NON AGENDA ITEMS
Linda Brown Reed, 9 Princeton
Ms. Reed distributed written material to the Council concerning her concern. She stated
that she has been unhappy in dealing with a nuisance for the last three years and the
City iwa doing nothing about it. Ms. Reed experienced water run off from what she feels
is caused by her neighbors. All suggestions from the City did not solve her problem.
She wants to know what the City is going to do.

Ms. Colquitt asked City Manager to describe what the City has done to assist this
citizen. Mr. Ollendorff said that he would suggest a dye test but said the City cannot go
on private property to do this test.

Ms. Welsch said that she has been trying to assist Ms. Reed with the City for the past
four years. She said that she disagrees with our City Manager that the City is not
allowed to go onto private property. She would appreciate any support from any
member of the Council to help remedy Ms. Reed’s concern. Mayor Adams said that this
is the first he has heard about it and he would council Mr. Ollendorff to consult City
attorney to find justification for the City to do this dye test.

Ms. Brungardt said that she has a neighbor with a similar problem. City had a quick
response time and did enter her yard to get into her neighbor’s yard. Ms. Brungardt
said that she has seen City inspectors go on private property all the time.

Mr. Ollendorff said that the City can go on citizen’s property but they can’t do a dye test
on someone’s property without their permission.

Page 7
