Regular meeting <br />May 22, 2006 <br /> <br />Mimi Signor, RN, 10 Estridge Court <br />Ms. Signor requested of the University City Council to endorse HR 676, the National <br />Single Payer Universal Health Care Bill. She stated that the United States has the most <br />th <br />expensive health care in the world, yet rank 37 in quality. Missouri ranks in the bottom <br />one-third of our nation in health care. Ms. Signor stated that Missouri Medicaid ends May <br />1, 2008, and St. Louis City and County have decreased financial commitments to public <br />health. H.R. 676, the national universal single payer health program, makes health care a <br />right for all citizens; it establishes affordable, quality health care without waiting lists; <br />employees would be free to change jobs or start businesses; American businesses would <br />be able to compete equally; it increases preventive car, thereby reducing expensive <br />emergency care and hospitalizations; it would save lives and enhance the quality of life. <br /> <br />Myrna Fichtenbaum, 6647 Kingsbury <br />Ms. Fichtenbaum was here representing the Gateway Chapter of OWL, in asking <br />University City to endorse HR 676 with a Resolution. One in seven women age 60 to 64 <br />have no health insurance. Many women hold lower paying jobs without health care <br />options. She continued on with statistics of how a large portion of women fall into <br />categories of which there is no health care coverage. Ms. Fictenbaum said we have a <br />health care crisis in the United States. She also would like to see University City endorse <br />HR 676 with a Resolution. <br /> <br />Mayor Adams requested City Manager to prepare a Resolution of endorsement for the <br />next Council meeting. <br /> <br /> <br />Mayor Adams moved to the Legislative Docket <br /> <br /> <br />EMERGENCY BILL FOR FIRST, SECOND & THIRD READINGS <br /> <br />BILL NO 8878 — AN ORDINANCE IMPOSING AN ADDITIONAL ONE-FOURTH OF <br />ONE PERCENT SALES TAX ON ALL RETAIL SALES MADE IN THE CITY OF <br />UNIVERSITY CITY WHICH ARE SUBJECT TO TAXATION UNDER CHAPTER 144 <br />RSMO, FOR ECONOMIC DEVELOPMENT PURPOSES, AND PROVIDING FOR THE <br />SUBMISSION OF A PROPOSITION AUTHORIZING SUCH TAX TO THE QUALIFIED <br />VOTERS OF THE CITY OF UNIVERSITY CITY AT THE PRIMARY ELECTION ON <br />AUGUST 8, 2006; CONTAIN AN EMERGENCY CLAUSE. <br /> <br />It was agreed to call the Proposition, “U” from Mr. Wagner’s suggestion. <br /> <br />(It is to be noted here that Emergency Bills needs an unanimous vote for approval.) <br /> <br />Mr. Price had conditions he required before he would support this bill. He wanted <br />clarification about the use of eminent domain. He wanted to know if this meant residential <br />and/or commercial. He said he could not support it, if eminent domain could be used. <br />Mr. Price’s next condition was diversity in contracts, which would be representative of <br />University City’s diversity, awarded to contractors.
