AGENDA NO. 4 - SANITATION:

At the request of Councilmember Colquirt, Mr. Rose answered specific questions by Council
regarding trash truck crews, techniques to keep trash from blowing around the neighborhood and
other related subjects. More specific information will be listed in the City Calendar and the
CityScape as to citizen responsibility.

AGENDA NO. 5 - GOLF COURSE PHILOSOPHY:

The sense of Council was to support the significant, not exorbitant, raising of fees for non-
residents to encourage less course usage in order to improve the grounds and give residents a
more enjoyable game.

AGENDA NO. 6 - POLICE AND FIRE PENSION CHANGE:

It was the sense of the Council to offer police officers and firefighters the opportunity of putting
a portion of their contribution in a defined contribution plan, which would, in turn, reduce their
defined benefit. The City Manager was directed to negotiate the portion of their contribution to
be placed in a defined contribution plan. These employees should also be encouraged to invest
in an annuity.

AGENDA NO. 7 - ARTS IN TRANSIT - TROLLEY:

City Manager Ollendorff asked Council to consider the following points, over the next few
months, which may be included as specifications for the study. Some of the points include the
City not subsidizing the construction or operation of the trolley line; that the trolley line would
not be able to take up sidewalk or parking space; whether we want to see overhead wires again;
whether or not we would like to see an alternate study with a trolley on wheels.

AGENDA NO. 8 - PUBLIC WORKS OPERATION:

Mr. Schoomer suggested that the City's Public Works staff should schedule a crew which could
assist with Loop cleanup over the weekend. Mr. Rose said that the City already cost shares the
pickup of trash on Saturday mornings. Mr. Schoomer responded that the problem remains with
sidewalk litter. Mr. Ollendorff suggested that a stricter enforcement of the rear private dumpsters
would be in order, as well as ticketing businesses that did not keep there portion of the sidewalk
free of litter. The sense of Council was that the cleanliness of the Loop should be a dual
responsibility between the LSBD and the City. Mr. Rose should continue negotiating cost share
methods towards this goal.
