Session 171 I, Minutes
November 24, 1997

11

Mr. Munkel moved approval as submitted. Mr. Schoomer seconded the motion.

Mr. Lieberman asked why this was reduced by $100,000. Mr. Goldman explained
that we are given an allocation of what is available to us. It is broken down with
specific caps in specific areas. We are not free to ask for whatever we want. It is
really a request for how we spend our allocation. Mr. Lieberman said that we spent
our money wisely last year. Mayor Adams said that he was sure Mr. Lieberman was
aware of the budget debate in the Federal Government this and last year. Simply
put, the pot is smaller this year.

Mr. Shirley Richman, 840 Oakbrook Ln., wished to thank the Council for their
continued interest in Community in Partnership and the work that they do. They
have a fifty bed facility for families that are homeless, among those a significant
number of University City people. University City is one of a very few communities,
in St. Louis County, that really puts forth an effort to help them.

The all-aye motion carried unanimously.

AGENDA NO. 7 - SETTING PUBLIC HEARING DATE:

Mr. Goldman recommends setting 7:30 p.m. on December 15, 1997 in these
Council Chambers as the time and place for a public hearing on a bill containing
proposed clarifications and additions to the proposed new zoning ordinance
scheduled for adoption tonight. The amendments include the addition of hotels as
conditional uses in the Loop Business District, requesting a map of historic districts,
deleting reference to private radio transmissions, clarifying limits on outdoor sales
and permitting decorative lighting under limited circumstances. These changes are
recommended by the Plan Commission after reviewing Council suggestions and are
proposed as a separate ordinance so that adoption of the new zoning code need not
be delayed.

Mr. Schoomer moved approval of setting the public hearing date. Mr. Wagner
seconded the motion, which carried unanimously.

RECONSIDERAT!ON OF 1255 FERGUSON LIQUOR LICENSE:

Mr. Schoomer moved that this item be added to the agenda. Mr. Munkel seconded
the motion, which carried unanimously.
