Session 171 I, Minutes <br />November 24, 1997 <br /> <br />12 <br /> <br />Mr. Ware would like for 1255 Ferguson to be able to acquire a liquor license after a <br />three month period versus a six month period due to some extenuating <br />circumstances getting their application processed. <br /> <br />Mr. Schoomer would also like to suggest that the reapplication be made without <br />prejudice. <br /> <br />Mr. Lieberman said that it was important to note that they have to operate as a <br />restaurant during this time. They can't stay closed and come back in three months to <br />apply for a liquor license. <br /> <br />Mr. Ware, responding to Mr. Wagner, said that this establishment was not open yet. <br />Mr. Sharpe said that the owner has put in quite a bit of money into this and that he is <br />now trying to determine what needs to be done next. He and Mr. Ware will tell the <br />owner that he will have to open the restaurant now, in good faith, in order that the <br />Council, in some degree, can grant him permission for a liquor license after a three <br />month period. <br /> <br />Mr. Ware moved to tell this applicant that if he operates as a restaurant, that the six <br />month waiting period be waived for a new waiting period of three months, prior to <br />the application of a liquor license., at which point the Council would be willing to <br />entertain a new application for a liquor license without prejudice. Mr. Sharpe <br />seconded the motion, which carried unanimously. <br /> <br />PERSONNEL REPORT <br /> <br />Mayor Adams noted the personnel report ending November 14,1997, was received <br />and ordered filed. <br /> <br />CITIZEN COMMENTS: <br /> <br />Ms. Elsie Glickert, 6712 Etzel, said that she had read in some Council minutes that <br />Arcadia Street had applied for a half barricade. The problem with traffic, however, <br />stems from the east end of Etzel Avenue and Sutter. Etzel is one of five streets that <br />has traffic flowing from the City of St. Louis. The problem on Etzel is tractor trailer <br />traffic. Two years ago, the City put an overlay on Etzel and it is broken up already. <br />There is a creek on Etzel with signs up that say "maximum weight - eleven tons". <br />There are tractor trailers on this street all the time. Etzel Avenue should have a half <br />barricade at Sutter. That would solve everyone's problem. She does not believe any <br />residential street in University City is designed to carry tractor trailers. The Mayor <br />said that she was correct. <br /> <br /> <br />
