Session 171 I, Minutes 7 <br />November 24, 1997 <br /> <br />together and not separately. Mr. Wagner assured Mr. Hirschman that they would <br />coordinate and work well in tangent which each other. <br /> <br />Mr. Goldman did not want the impression to be given that the new zoning code was <br />put together quickly without much thought. The comprehensive plan was written ten <br />years ago, but we are talking about a zoning code that has been in the process of <br />being written over the last five years. It draws heavily on the comprehensive plan. <br />The comprehensive plan is out of date because most of the goals of that plan have <br />been achieved. We have to set some new goals in land development as we find new <br />areas to develop. The zoning code does reflect the comprehensive plan in almost <br />every respect. The redrawing of the comprehensive plan is going to draw on our <br />experience with the current plan. If doing that, it is found that some changes are <br />necessary to the zoning code, they will be made. The two will not be inconsistent. <br />Mr. Hirschman apologized for implying that he did not think the zoning code was <br />thought out, he was trying to understand the thought process behind it. <br /> <br />Mr. Schoomer said that nothing was cast in stone. If a mistake is made, it is fixed. <br /> <br />Ms. Ann Byrne, 18 Willow Hill Rd., said that the Gatesworth is right here and the new <br />zoning ordinance is also here. It looks like there are some good things about both. <br />She lives in Ladue, but backs up to the Gatesworth. The increase in green space, <br />setbacks, etc. would affect many U. City residents. The Gatesworth plans were put in <br />after noon today, which is after the wire, if the zoning plan is approved tonight. She <br />wanted to make sure that the Council keeps in mind the good part of the rezoning in <br />consideration for this Gatesworth project. She believes that the mix of residential <br />and commercial can work if it is done correctly. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, congratulated Mr. Sharpe on his appointment as Third <br />Ward Councilmember. She had a couple of questions regarding the new zoning <br />code. On page 2-1, Definitions, on Bars and Taverns. She thinks that one of the <br />words are wrong, because it states that the food is not the predominant product. Mr. <br />Schoomer replied that this defines a bar and tavern, in which sales are 50% or more <br />liquor, restaurants on the other hand, would sell 50% or more food. The only bars <br />and taverns in University City, at present are grandfathered. The Council is not <br />awarding any new licenses for bars. Her second question dealt with the same page, <br />Bedrooms. She thought that a bedroom had to have a closet, that it could not be a <br />dining room, etc. In the new code, it says that it can be any room, as long as it is <br />used primarily for sleeping. Mayor Adams said that this was true as long as other <br />conditions were met, such as having a window or bathroom, etc. Ms. Glickert <br />directed Council to turn to page 4-19 - General Commercial District, Item 20. She <br />said it shows packaged liquor stores as a principal use. Mrs. Glickert said that it was <br /> <br /> <br />
