Session 171 I, Minutes
November 24, 1997

Mr. Lieberman pointed out that Mr. Weber provided the Council with a summary of
the subdivision ordinance. He thought it was a very good summary to read, rather
than having to read through the whole new ordinance.

AGENDA NO. 4 - SITE PLAN - 1483 82nd STREET:

Mr. Goldman said that this was tabled so that notices could be sent to 226 area
property owners. The applicant has revised their plan to increase the allowable
number of students. Since they will remain within the limits of the old and new
zoning ordinance, he recommended approval of the site plan for the property
formerly occupied by St. Joseph Institute for the Deaf to be used for church, school
and student housing provided several conditions are accepted by the applicant.
Conditions should include a limit of 300 elementary students, 20 dormitory student
housing, 46 conference housing participants, religious services in the gymnasium
area, recognition of tax exempt status and striping of the parking area. The
proposed use is related to and similar to past use of this property and thus should
not be a negative factor in maintenance of the adjacent neighborhood.

Mr. Lieberman made a motion to remove this item from the table. Mr. Wagner
seconded the motion, which carried unanimously.

Mr. Wagner asked if the City Manager, the Mayor or anyone else received any
comments from any of the neighbors. All replied in the negative, to the best of their
knowledge.

Mr. Lieberman noticed that the number of students had doubled and wished to make
sure that the code requirements were adequate. Mr. Goldman replied that by their
calculations the number of parking spaces will increase by fifteen from what the
earlier numbers were.

Mayor Adams asked the applicant to come forward.

Mr. Lieberman and Mr. Munkel asked the applicant, David Heyse, 7020 Cornell, a
few questions regarding the use of the facility.

Ms. Donna Saro, 15316 Golden Rain, is a representative of the St. Joseph's Institute
for the Deaf. She wished to vouch for the integrity of New City Fellowship. She had
been to a few of their services and classes and feels very good about the work this
institution does. St. Joseph's did not want to leave an eyesore behind. New City
Fellowship is a fine, worthy organization and St. Joseph's feels good about having
them there.

9
