K. NEW BUSINESS BILLS Introduced by Mr. Wagner 1. BILL 9053 – An ordinance designating a portion of the City of University City, Missouri, as a redevelopment area; approving the Kingsland Walk Redevelopment Plan & Project; making findings relating thereto; approving the RPA-1 redevelopment project described in the Redevelopment Plan and adopting Tax Increment Financing with respect RPA-1; and authorizing certain actions by city officials Introduced by Mr. Sharpe, Jr. 2. BILL 9054 – An ordinance of the City of University City, Missouri approving the RPA-2 redevelopment project pursuant to the Kingsland Walk Redevelopment Plan & Project and adopting Tax Increment Financing with respect to RPA-2 Introduced by Mr. Crow 3. BILL 9055 – An ordinance approving a redevelopment agreement in connection with the Kingsland Walk Redevelopment Plan & Project. Mr. Jay Simon of Metropolitan Development Group spoke on their development which was the first for University City under the new TIF laws. He stated the project is located between Metcalfe Park and Vernon and convert it to ninety-eight residential units and 20,000 plus square feet of retail space. Mr. Simon stated that the project will be done in two phases, RPA-1 and RPA-2 as the market allows. The plan is to start next year as soon as the day- care center is relocated. The residential is geared toward the middle and upper income people and they have not identified the retailers yet. Ms. Ricci thanked Mr. Simon for coming but noted that she was not aware that he would be present to speak to the Council and she did not have her information folder with her to ask any questions. Introduced by Mr. Glickert 4. BILL 9056 – An ordinance amending Chapter 9.08 of the University City Municipal Code relating to drinking alcohol in public places. Introduced by Mr. Sharpe, Jr. 5. BILL 9057 – An ordinance authorizing the City Manager, on behalf of the City of University City, to enter into and execute an agreement with the Missouri Highways and Transportation Commission and the City of Pagedale which provides that the city shall receive grant funds for STP-Urban Program Activities on the Ferguson Avenue Bridge RESOLUTIONS 6. Resolution 2009 – 24 Grant for Mooney Playground Equipment Resolution 2009 – 24 was introduced by Mr. Wagner, seconded by Mr. Glickert and was approved unanimously. L. CITIZEN COMMENTS Craig Smith, 6805 Vernon Mr. Smith was present to talk about what he felt was police harassment from University City Police force.
